The Baltimore County Department of Health and Human Services (HHS) promotes well-being among individuals and families by providing quality health, housing and social services. Along with an administrative unit, HHS is comprised of the Departments of Health and Social Services.

Department of Health

The Baltimore County Department of Health promotes health and prevents disease through education, advocacy, and linkage to resources and treatment. The Department administers entitlement and benefits programs, conducts investigations and inspections, offers clinical and case management services and provides health education and outreach. 

Department of Social Services

The Baltimore County Department of Social Services protects vulnerable children and adults by conducting investigations, referring residents to appropriate services, administering the foster care program, administering assistance programs (such as medical, food, housing, energy) and providing leadership and staffing for the County’s emergency shelter operations.

Offices Within the Department of Health and Human Services

Office of Housing

The Baltimore County Office of Housing provides housing to low-income families through the administration of programs such as: the Housing Choice Voucher (HCV) Program, the Family Self-Sufficiency Program and the HUD-Veterans Affairs Supportive Housing (HUD-VASH) voucher program.

Office of Human Relations

The Baltimore County Human Relations Commission (HRC) enforces the County’s anti-discrimination law, which prohibits discrimination in employment, housing, public accommodations, education and finance, on the bases of age, color, creed, marital status, national origin, physical or mental disability, religion, sex (including sexual harassment and pregnancy), sexual orientation, and gender identity or expression.

Local Management Board

The Local Management Board (LMB) monitors a variety of indicators to identify priority issues affecting County children and their families. To address these identified priority issues, the LMB builds inter-agency collaboration and financial resources to implement evidence-based and best-practice programs, and provides ongoing evaluation to ensure that services achieve strong, positive outcomes.

Program Accessibility Notice

The Baltimore County Department of Health and Human Services and all of its programs and activities are accessible to and usable by disabled persons who are blind, deaf, hard of hearing, or have other sensory impairments. Access features include:

  • Convenient off-street parking designated specifically for disabled persons.

  • Curb cuts and ramps between parking areas and buildings.

  • Level access into first floor level with elevator access to all other floors.

  • Fully accessible offices, meeting rooms, bathrooms, public waiting areas, cafeteria, patient treatment areas, including examining rooms and patient wards.

  • A full range of assistive and communication aids provided to persons who are deaf, hard of hearing, or blind, or with other sensory impairments. There is no additional charge for such aids. Some of these aids include:

    • Qualified sign language interpreters for persons who are deaf or hard of hearing.

    • A twenty-four hour (24) telecommunication device (TTY/TDD) which can connect the caller to all extensions within the facility and/or portable (TTY/TDD) units, for use by persons who are deaf, hard of hearing, or speech impaired.

    • Readers and large print materials for the visually impaired.

    • Assistive devices for persons with impaired manual skills.

    • If you require any of the aids listed above, please let the program know in advance or complete the accommodation sections on the appointment request where available.
