COVID-19 Technology Grant Program

The COVID-19 Technology Grant Program is not accepting applications at this time.

The Department of Economic and Workforce Development (DEWD) will administer the COVID-19 Technology Grant Program, which will award $5,000 to Baltimore County-based small businesses that purchased online sales platforms/equipment allowing their employees the opportunity to telework.

Terms and Use of Funds

This is a flat $5,000 grant for Baltimore County businesses that have between two and 20 employees. The grant funds may only be used to reimburse expenses that were incurred in relation to establishing, expanding or supporting online sales/telework operations during the COVID-19 pandemic (i.e. after March 9, 2020).

These funds are not intended for rent, payroll, inventory, taxes or general working capital.

Important Note: Funding is limited and will be distributed on a first-come, first-served basis with priority given to applicants who have not received prior funding. We encourage you to apply immediately.

Eligibility

To qualify a business must:

  • Be a for-profit entity located in Baltimore County
  • Have been established prior to March 9, 2020
  • Have between two and no more than 20 full-time employees, excluding the owner
  • Be in good standing with the State of Maryland, via the State Department of Assessments and Taxation (SDAT), and registered with the state, if required to do so by law
  • Not currently be in default on any loans from Baltimore County or delinquent on any taxes owed to the County

How to Apply

Read thoroughly before beginning your application to avoid potential issues. For optimal performance, complete the application using the latest version of Chrome, Edge or Firefox.

  • Applicants must save at the end of each section of the application.
  • Applicants must scroll back to the top of the application to submit the Grant Agreement once completed
  • An application cannot be updated after submission. Once you click "Submit," your application will move through the review process.
  • An application will be rejected without further review if the application is not signed by a person with authority to bind your business.

Important Note: Applicants must ensure the accuracy of their W-9 and business name when completing their application. The W-9 will be rejected if it includes both the social security number and the EIN. Failure to submit a complete and accurate application may preclude you from being awarded reimbursement funds from this program.

Terms and Conditions

The COVID-19 Technology Grant Program, which will award $5,000 to Baltimore County-based small businesses that purchased online sales platforms/equipment allowing their employees the opportunity to telework during the COVID-19 pandemic.

The County agrees to provide a business with $5,000 to be used by the business for permitted uses and subject to the terms and conditions set forth in the grant agreement and availability of funds.

  • If a part of a franchise with multiple locations of businesses, the facility must be owned by a Maryland franchisee.
  • Business must be in good standing with the State of Maryland.
  • Business must be located in Baltimore County.
  • Business must employ between two and 20, full-time employees.
  • Business must use grant funds to reimburse expenses incurred to establish or expand online sales/ telework during the COVID-19 pandemic (i.e. after March 9, 2020).
  • Applicant must submit an accurate and valid W-9. If the W-9 is not verified in the IRS database your business can not be funded.
  • Applicant must provide Baltimore County permission to edit or correct application for accuracy.
  • All grant recipients are subject to:
    • Audit of the use of funds.
    • A requirement to supply any and all documentation in an audit.
    • Repayment of funds if the grantee is determined to have not met the grant terms.

Review and Approval

Applicants will receive email notifications upon receipt of their application, as well as throughout the review and approval process. If an incomplete application is received, the applicant will be notified of the issue and asked to resubmit within 48 hours of notification. The applicant’s place in the queue will not be saved as other completed applications will continue moving forward.
