The mission of the Purchasing and Disbursements Division is to insure that the procurement process of Baltimore County is completed in an efficient and effective manner and conforms to the highest ethical standards in the industry. The Purchasing and Disbursements Division subscribes to the Code of Ethics of the National Institute of Governmental Purchasing, Incorporated and is a charter member of the Maryland Public Purchasing Association. 

Baltimore County Procurement provides insight on the County's procurement processes outlining how and what the County buys, procurement methods used, items that have an impact on the procurement award processes and the purchasing staff. It is a procurement overview of the County's Purchasing Division and the Department of Public Works. 

Bid Results

Bid results are now available online. For your convenience, all bid results will be posted for 30 days after the bid opening date and time. If you have any additional questions regarding the solicitation or the results, please contact the buyer responsible for the bid.

County Contracts

Current Contracts and Solicitations

Use the Current Master Agreements report to view all current County contracts. The report provides a breakdown by buyer, vendor, description and identifies the last renewal period.

Review Baltimore County's current solicitation opportunities, which are updated frequently. Sign up for a weekly email notification of the newest bid opportunities.

Contracts Pending Council Action

County Council approval is required prior to executing contracts for services that have a term exceeding two years, or that exceed $25,000 in value for any single year. Use Items Pending Council Action to find the title, requesting agency and status of a contract that meets these conditions.

Vendor Email Notification

Complete the Vendor Email Notification Request form if you would like to receive email notifications when the Purchasing Division issues new solicitations. This is not a requirement to do business with the County.

Minority and Women Business Enterprises

Baltimore County has made it a priority to encourage the growth and expansion of minority and women-owned businesses, and ensure that our contractor pool accurately reflects the communities we serve. Our goal of participation of those businesses on all County contracts is 15 percent. This is a serious goal and another example of our ongoing effort to ensure that every individual has the chance to own a successful business.
