Capital Projects and Improvement

The Capital Planning and Development Division oversees projects and improvements within the Department of Recreation and Parks. 

Current Projects

Listed below are some of the projects and playground replacements the Department is currently working on, however it does not encompass all projects currently in progress. Select the site name for project details.

Belfast Road Park Site

Currently in the design phase, the project will feature:

  • Parking facilities
  • Two, illuminated, artificial turf fields
  • Walking paths
  • An area designed for future development
Hereford
Cloverland Park

Currently in the Bid phase, the project will feature: 

  • Replacement cricket field
  • New entry road
  • New parking lot
  • Two new pavilions with team benches
  • New batting practice cage
  • New aluminum bleachers on concrete pads
  • Storm water management upgrades

The scope of this project does not include any lighting.

North Zone
Cromwell Valley Park

The proposed scope for the Cromwell Valley Park enhancement project includes:

  • Barnitorium entrance path improvements
  • New accessible path, including interpretive signage
  • New pavilion
  • Sherwood House parking expansion
  • Willow Grove Nature Center parking expansion
  • Willow Grove entrance parking expansion
  • Willow Grove entrance road widening
Nature, Environmental, Agriculture and Programming Centers
Days Cove ParkThe proposed Days Cove Disc Golf Course will feature 27 holes.White Marsh
Dundalk Veterans ParkThe Department plans to reimagine Veterans Park. Find the latest updates from the January 29 public input meeting.Dundalk-Eastfield
Fleming Community Center and ParkThe Department of Recreation and Parks has received approval and permits from the required agencies for the in-kind replacement of the existing fishing pier. The project also involves the construction of approximately 400 feet of asphalt trail leading from the existing parking lot to the pier.Turner Station
Gerst Road Park SiteThe Department of Recreation and Parks is seeking additional input on the proposed Gerst Road Park site, situated at the northeast corner of Gerst Road and New Gerst Road. County Executive and the County Council have approved capital funding for park design, which will be based on public input and comprehensive site planning.Perry Hall
Gwynn Oak Park

The proposed enhancement project includes:

  • Expanded parking and resurfaced paths
  • A refurbished stage and volleyball court
  • A new streetscape and plaza
  • New pavilions 
Woodlawn
Holland Hills Park

The Department of Recreation and Parks is seeking additional input on the Holland Hills Park enhancements. The proposed scope  for the project includes:

  • New playground
  • New paths
  • Upgraded entry
  • Railing repair
  • Replacement drinking fountain

We are seeking input on the following potential amenities:

  • Community garden
  • Landscaping
  • Lighting
  • Park boundary delineation
Overlea-Fullerton
Milford Mill TrailThis project includes repairs and upgrades to the trail, boardwalk and benches.Liberty Road
Rockdale ParkThe illustrative master plan provides an overall vision of park-wide improvements for the Rockdale Park open space to be developed and realized through a multi-phased implementation strategy of construction projects. Liberty Road
Sparks ParkThe proposed scope for the Old Sparks Elementary School site includes court repairs, road and parking repairs, and a new themed playground to reflect the history of the school site. This scope is subject to change.Hereford
Stansbury ParkThis project involves replacing the existing pier, adding an accessible entry path and new accessible parking. Expected completion is Fall 2025.Dundalk-Eastfield
West Towson Park

The Department of Recreation and Parks is seeking additional input on the West Towson Park addition. The proposed scope  for the project includes:

  • Razing of existing structures
  • Playground replacement

We are seeking community input on any additional amenities to consider.
