Migration Celebration
The Department of Recreation and Parks will host a Migration Celebration on Sunday, April 6 from 10 a.m. to 2 p.m. at Lake Roland, 1000 Lakeside Drive, Baltimore, 21210. Observe the magic of migration and discover how birds, butterflies and other wildlife undertake their seasonal journeys, as we celebrate with live music, activities, vendors and animal ambassadors from County nature centers. Free for all ages.
Spring Festival
The Department of Recreation and Parks will host a Spring Festival on Saturday, April 12 from 10 a.m. to 4 p.m. at Marshy Point Nature Center, 7130 Marshy Point Road, Middle River, 21220. An occasion to celebrate the season at the County’s waterfront nature center with live music, vendors and family-themed activities. Free for all ages.
Eggstravaganza
The Department of Recreation and Parks will be hosting this year’s Eggstravaganza on Sunday, April 13 from noon to 4 p.m. at Holt Park and Center for the Arts, 34 Elmont Avenue, Baltimore, 21206. This Easter/spring-themed festival will include live music, vendors, exhibitors and activities. Bring your own eggs to decorate and to participate in the Annual Egg Roll. Free for all ages.
Spring Break Drop-In Program
The Department of Recreation and Parks will host a Spring Break Drop-In Program on Monday, April 14 through Friday, April 18, from 9 a.m. to 4 p.m. at Baltimore County’s 11 RACs. Our RACs are offering a free drop-in program while BCPS is closed for spring break. Participants will visit a new country each day and make a passport to collect their experiences. Please register.
Earth Day Festival
The Department of Recreation and Parks will host an Earth Day Festival on Sunday, April 27 from 10 a.m. to 4 p.m. at the Baltimore County Ag Center and Farm Park at 1114 Shawan Road, Cockeysville, 21030. Come celebrate Earth Day with educational demonstrations and activities, including a seed swop, plant sales, hayrides, games, vendors and animal encounters. Free for all ages.
Small Area Plan 11 Virtual Public Meeting
The first Small Area Plan (SAP) effort in Baltimore County is underway for “Small Area 11,” which includes the communities in and around White Marsh, Middle River, Bowleys Quarters, Essex, and Rossville. This SAP will build on the work of previously adopted community plans and Sustainable Community Area Plans, as well as the themes and goals of Master Plan 2030. Small Area Plans are intended to provide area-specific recommendations for achieving and refining the goals of the Master Plan.

Stansbury Manor Pumping Station
The Stansbury Manor Sewage Pumping Station (a new station) is online after construction. Work began in 2022. Construction, which is about 99 percent complete, is expected to cost $5,045,000. The job is completed—waiting for a new grinder install—then closeout can begin.

Red House Run Structural Sewer Rehabilitation
Baltimore County has started a major sewer rehabilitation project consisting of almost 15 miles of sewer line in the Overlea and Rosedale areas. Work on the $4.7 million project began in 2022. It's approximately 98 percent toward completion. The Red House Run Structural Sewer Rehabilitation project is part of the County's Consent Decree—the County’s agreement with the U.S. Environmental Protection Agency to improve the entire sanitary system and eliminate sanitary sewer overflows.

Essex Structural Sewer Rehabilitation
Baltimore County is investing $4.4 million into structurally rehabilitating sewer lines in Essex in the area of Eastern Boulevard, Mace Avenue and Riverside Drive. The County’s contractor will line almost 15 miles of sewer pipe (eight-, 12-, 15- and 18-inch diameter conduits) during the next year. The project is about 99 percent complete.

Mohrs Lane Bridge
The Mohrs Lane Bridge (Bridge B-0143) over the CSX Railroad, north of Pulaski Highway, was closed in 2007 because of structural deterioration. Demolition was completed by CSX in 2011 and Baltimore County assumed ownership with plans to rebuild the bridge. A new bridge is awaiting the completion of the engineer’s design. The structure is scheduled to be advertised for construction in 2026. The final plans are almost complete. The National Environmental Policy Act (NEPA) was approved for this project and the process to acquire the right of way has begun. This bridge will be part of the future Campbell Boulevard Corridor.

Towson Water Pumping Stations
Baltimore County is renovating the Towson Water Pumping Stations. This project is 13 percent complete. The cost of this work is $10,060,000.

Hospital Drive and Lennings Lane Water Main Replacement
Baltimore County began a water main replacement project located in the Rosedale area of Baltimore County, bounded by Franklin Square Boulevard on the northwest and Philadelphia Road on the southeast. The project will consist of replacing 6,700 linear feet of eight-inch and 12-inch water mains at a cost of $2.7 million. The project, which is 98 percent complete, is expected to take one and a half years to complete.

Loch Raven Boulevard 12- and 24-Inch DIP Water Main Replacement
While partnering with the State Highway Administration, the Department of Public Works and Transportation will be replacing 5,650 linear feet of 12- and 24-inch water main from Joppa Road to Taylor Avenue. The entire project started in May and is scheduled to be completed in the fall of 2026. The project is 33 percent complete.

Charles Street Water Main Replacement
While partnering with the State Highway Administration, the Department of Public Works and Transportation started replacing 4,200 linear feet of 12- and 16-inch water main from the Baltimore City line to Bellona Avenue. The entire project is scheduled to be completed in 2026. The project is 43 percent complete.

Hillendale Park Water Main Replacement
The Department of Public Works and Transportation was scheduled to begin a water main replacement project in February. This project includes the replacement of 27,300 feet of water mains and appurtenances in and around Hillendale and Oakleigh Roads. The project is scheduled to be completed in the spring of 2028 at a cost of $12.5 million.

Fullerton Avenue Water Main Replacement
The Department of Public Works and Transportation was scheduled to begin a water main replacement project in February. This project includes the replacement of 21,272 feet of water mains and appurtenances in and around the Overlea area of Baltimore County. The project is scheduled to be completed in the summer of 2027 at a cost of $9.5 million.

White Marsh West Structural Sewer Rehabilitation
The Department of Public Works and Transportation was scheduled to begin work in February on the White Marsh Structural Sewer Rehabilitation Project. This project includes rehabilitation of 67,000 linear feet of sanitary sewer lines in the western portion of the White Marsh Sewershed. The project is scheduled for completion in the fall of 2026 at a cost of $4.2 million.

Zoning Hearings include Special Exceptions, Variances and other issues before the Office of Administrative Hearings of Baltimore County.
