Irish Music Festival
The Department of Recreation and Parks will host an Irish Music Festival featuring the ShamRogues on Saturday, March 8, at 1 p.m., at Oregon Ridge Park and Lodge, 13401 Beaver Dam Road, Cockeysville, Maryland 21030. In addition to music, join us for vendors, food and drink, and more. Admission is $20 per person for ages 12 and older; 11 years of age and younger are free. Please register.
Sparrows Point Park Ribbon Cutting
The Department of Recreation and Parks will host a ribbon cutting on Wednesday, March 19, at 10 a.m., for the Sparrows Point Park, 1900 Wharf Road, Edgemere, Maryland 21219. Join County Executive Kathy Klausmeier, County Councilman Todd Crandell, Department of Recreation and Parks Director Bob Smith, and additional federal, state, and local elected officials to celebrate the completion of a major new recreation facility in southeast Baltimore County, a sustainably designed and accessible 21st-century park at the site of the former Bethlehem Steel Mill.
Women’s Wellness Night
The Department of Recreation and Parks will host Women’s Wellness Night on Saturday, March 22, at 6 p.m., at the Randallstown Community Center, 3505 Resource Drive, Randallstown, Maryland 21133. Join us as we celebrate Women’s History Month and explore local health and wellness vendors, listen to empowering stories from female entrepreneurs, and take part in an exercise activity. Admission is free. Please register.
Small Area Plan Effort Underway for “Small Area 11”
The first Small Area Plan (SAP) effort in Baltimore County is underway for “Small Area 11,” which includes the communities in and around White Marsh, Middle River, Bowleys Quarters, Essex and Rossville. This SAP will build on the work of previously adopted community plans and Sustainable Community Area Plans, as well as the themes and goals of Master Plan 2030. Small Area Plans are intended to provide area-specific recommendations for achieving and refining the goals of the Master Plan.

Online Survey
An online survey for SAP 11 is now live. Sharing your input and knowledge of your community through this survey deepens our understanding of the plan area. We appreciate your time and effort responding to this survey. Access the SAP 11 survey online.
Public Meeting
On Tuesday, March 25, at 6 p.m., the SAP 11 will hold its first public meeting at CCBC Essex, Administration Building, First Floor Lecture Hall, 7201 Rossville Boulevard, Baltimore, Mayland 21237. The County’s Small Area Plans provide area-specific recommendations for achieving and refining the goals of Master Plan 2030. Join us for a discussion about the future of our communities.
Community Planning Institute Spring Cohort
The Department of Planning has created the Community Planning Institute (CPI) to empower County community members and stakeholders to be productively engaged in planning, land use, and development processes and practices that impact their communities. The spring 2025 institute will consist of weekly in-person classes for five consecutive weeks.
Individuals interested in participating in the spring cohort must apply online. Applications will be available starting Monday, March 17 until Monday, March 31 at 8 a.m.
Classes will occur from 6:30 to 8:30 p.m. on the following dates in the Jefferson Building located in Towson, Maryland:
- Tuesday, May 6: Kick-off and Baltimore County Introduction
- Tuesday, May 13: Planning 101
- Tuesday, May 20: Understanding Zoning
- Tuesday, May 27: Baltimore County Development
- Tuesday, June 3: Action Plan and Graduation

Gray Manor Relief Sewer (GM01)
Baltimore County is constructing 3,100 feet of relief sewer in the Gray Manor area. The 12-inch diameter pipe will help stop sanitary sewer overflows and is part of the County’s Consent Decree with the U.S. Environmental Protection Agency. The project, estimated to cost $1.5 million, began in 2023 and should be finished in the spring. This contract is 80 percent complete.

Penwood Terrace Force Main Replacement
Baltimore County began replacing 6,600 feet of sewer force main in North Point at the end of March. The $3.1 million dollar job, going from Penwood Terrace to Willow Avenue, will require about a year to complete. It's about 98 percent complete. During the project, there will be single-lane road closures to permit construction.

Red House Run Structural Sewer Rehabilitation
Baltimore County has started a major sewer rehabilitation project consisting of almost 15 miles of sewer line in the Overlea and Rosedale areas. Work on the $4.7 million project began in 2022. It's 98 percent complete. The Red House Run Structural Sewer Rehabilitation project is part of the County's Consent Decree—the County's agreement with the U.S. Environmental Protection Agency to improve the entire sanitary system.

Gray Manor Sewershed Structural Rehabilitation
Baltimore County contractors began an extensive rehabilitation of the Gray Manor Sewershed in 2020. Crews are relining 37,369 feet of eight-inch and 36-inch sewer pipe. The project is 99 percent complete.

Lodge Forest Manor Pumping Station
The Lodge Forest Manor Sewage Pumping Station (an existing station) is back online after construction. As-builts have been approved so job closeout can begin. Work began in 2022. Construction, which is about 99 percent complete, is expected to cost $2,181,696.

Delmar Sewersheds Sanitary Sewer Rehabilitation
Baltimore County is relining 30,000 feet of eight-to-24-inch diameter sewer pipe in the Delmar Sewershed. The improvement project is 98 percent complete. When finished, the project will cost $3,483,000.

Gray Manor Relief Sewer GM 11 and GM 13
Baltimore County is constructing 2,527 linear feet of relief sewer in the Gray Manor area in Trappe Road from Woodwell Road to North Point Road. The 12-inch diameter pipe will help stop sanitary sewer overflows and is part of the County’s Consent Decree with the U.S. Environmental Protection Agency. The project is estimated to cost $1.8 million. The contract is 99 percent complete and is scheduled to be finished in the spring.

Dundalk Sanitary Sewer Main Rehabilitation
The Department of Public Works and Transportation started a major sanitary sewer rehabilitation project consisting of 25 miles of eight-to-24-inch sanitary sewer main rehabilitation in the Dundalk area of Baltimore County. The project cost is $7.8 million. The contract is 75 percent complete. Residences will be notified via door hangers by the contractor if their sewer service is affected.

Development Meetings include Community Input, Concept Plan, County Review, Development Review Committee and Hearing Officers Hearings.
Zoning Hearings include Special Exceptions, Variances and other issues before the Office of Administrative Hearings of Baltimore County.
