Irish Music Festival
The Department of Recreation and Parks will host an Irish Music Festival featuring the ShamRogues on Saturday, March 8, at 1 p.m., at Oregon Ridge Park and Lodge, 13401 Beaver Dam Road, Cockeysville, Maryland 21030. In addition to music, join us for vendors, food and drink, and more. Admission is $20 per person for ages 12 and older; 11 years of age and younger are free. Please register.
Women’s Wellness Night
The Department of Recreation and Parks will host Women’s Wellness Night on Saturday, March 22, at 6 p.m., at the Randallstown Community Center, 3505 Resource Drive, Randallstown, Maryland 21133. Join us as we celebrate Women’s History Month and explore local health and wellness vendors, listen to empowering stories from female entrepreneurs, and take part in an exercise activity. Admission is free. Please register.
Small Area Plan Effort Underway for “Small Area 11”
The first Small Area Plan (SAP) effort in Baltimore County is underway for “Small Area 11,” which includes the communities in and around White Marsh, Middle River, Bowleys Quarters, Essex and Rossville. This SAP will build on the work of previously adopted community plans and Sustainable Community Area Plans, as well as the themes and goals of Master Plan 2030. Small Area Plans are intended to provide area-specific recommendations for achieving and refining the goals of the Master Plan.
There are two opportunities for community members to get involved:
Online Survey
An online survey for SAP 11 is now live. Sharing your input and knowledge of your community through this survey deepens our understanding of the plan area. We appreciate your time and effort responding to this survey. Access the SAP 11 survey online.
Public Meeting
On Tuesday, March 25, at 6 p.m., the SAP 11 will hold its first public meeting at CCBC Essex, Administration Building, First Floor Lecture Hall, 7201 Rossville Boulevard, Baltimore, Mayland 21237. The County’s Small Area Plans provide area-specific recommendations for achieving and refining the goals of Master Plan 2030. Join us for a discussion about the future of our communities.
Community Planning Institute Spring Cohort
The Department of Planning has created the Community Planning Institute (CPI) to empower County community members and stakeholders to be productively engaged in planning, land use, and development processes and practices that impact their communities. The spring 2025 institute will consist of weekly in-person classes for five consecutive weeks.
Individuals interested in participating in the spring cohort must apply online. Applications will be available starting Monday, March 17 until Monday, March 31 at 8 a.m.
Classes will occur from 6:30 to 8:30 p.m. on the following dates in the Jefferson Building located in Towson, Maryland:
- Tuesday, May 6: Kick-off and Baltimore County Introduction
- Tuesday, May 13: Planning 101
- Tuesday, May 20: Understanding Zoning
- Tuesday, May 27: Baltimore County Development
- Tuesday, June 3: Action Plan and Graduation

Stansbury Manor Pumping Station
The Stansbury Manor Sewage Pumping Station (a new station) is online after construction. Work began in 2022. Construction, which is about 99 percent complete, is expected to cost $5,045,000. As-builts have been approved.

Red House Run Structural Sewer Rehabilitation
Baltimore County has started a major sewer rehabilitation project consisting of almost 15 miles of sewer line in the Overlea and Rosedale areas. Work on the $4.7 million project began in 2022. It's approximately 98 percent toward completion. The Red House Run Structural Sewer Rehabilitation project is part of the County's Consent Decree—the County’s agreement with the U.S. Environmental Protection Agency to improve the entire sanitary system and eliminate sanitary sewer overflows.

Essex Structural Sewer Rehabilitation
Baltimore County is investing $4.4 million into structurally rehabilitating sewer lines in Essex in the area of Eastern Boulevard, Mace Avenue and Riverside Drive. The County’s contractor will line almost 15 miles of sewer pipe (eight-, 12-, 15- and 18-inch diameter conduits) during the next year. The project is about 99 percent complete.

Mohrs Lane Bridge
The Mohrs Lane Bridge (Bridge B-0143) over the CSX Railroad, north of Pulaski Highway, was closed in 2007 because of structural deterioration. Demolition was completed by CSX in 2011 and Baltimore County assumed ownership with plans to rebuild the bridge. A new bridge is awaiting the completion of the engineer’s design. The structure is scheduled to be advertised for construction in 2026. The final plans are almost complete. The National Environmental Policy Act (NEPA) was approved for this project and the process to acquire the right of way has begun. This bridge will be part of the future Campbell Boulevard Corridor.

Towson Water Pumping Stations
Baltimore County is renovating the Towson Water Pumping Stations. This project is 11 percent complete. The cost of this work is $10,060,000.

Hospital Drive and Lennings Lane Water Main Replacement
Baltimore County began a water main replacement project located in the Rosedale area of Baltimore County, bounded by Franklin Square Boulevard on the northwest and Philadelphia Road on the southeast. The project will consist of replacing 6,700 linear feet of eight-inch and 12-inch water mains at a cost of $2.7 million. The project, which is 90 percent complete, is expected to take one and a half years to complete.

Loch Raven Boulevard 12- and 24-Inch DIP Water Main Replacement
While partnering with the State Highway Administration, the Department of Public Works and Transportation will be replacing 5,650 linear feet of 12- and 24-inch water main from Joppa Road to Taylor Avenue. The entire project started in May and is scheduled to be completed in the fall of 2026. The project is 30 percent complete.

Charles Street Water Main Replacement
While partnering with the State Highway Administration, the Department of Public Works and Transportation started replacing 4,200 linear feet of 12- and 16-inch water main from the Baltimore City line to Bellona Avenue. The entire project is scheduled to be completed in 2026. The project is 40 percent complete.

Hillendale Park Water Main Replacement
The Department of Public Works and Transportation was scheduled to begin a water main replacement project in February. This project includes the replacement of 27,300 feet of water mains and appurtenances in and around Hillendale and Oakleigh Roads. The project is scheduled to be completed in the spring of 2028 at a cost of $12.5 million.

Fullerton Avenue Water Main Replacement
The Department of Public Works and Transportation was scheduled to begin a water main replacement project in February. This project includes the replacement of 21,272 feet of water mains and appurtenances in and around the Overlea area of Baltimore County. The project is scheduled to be completed in the summer of 2027 at a cost of $9.5 million.

White Marsh West Structural Sewer Rehabilitation
The Department of Public Works and Transportation was scheduled to begin work in February on the White Marsh Structural Sewer Rehabilitation Project. This project includes rehabilitation of 67,000 linear feet of sanitary sewer lines in the western portion of the White Marsh Sewershed. The project is scheduled for completion in the fall of 2026 at a cost of $4.2 million.

Zoning Hearings include Special Exceptions, Variances and other issues before the Office of Administrative Hearings of Baltimore County.
