Small Area Plan Effort Underway for “Small Area 11”
The first Small Area Plan (SAP) effort in Baltimore County is underway for “Small Area 11,” which includes the communities in and around White Marsh, Middle River, Bowleys Quarters, Essex and Rossville. This SAP will build on the work of previously adopted community plans and Sustainable Community Area Plans, as well as the themes and goals of Master Plan 2030. Small Area Plans are intended to provide area-specific recommendations for achieving and refining the goals of the Master Plan.
There are two opportunities for community members to get involved:
Online Survey
An online survey for SAP 11 is now live. Sharing your input and knowledge of your community through this survey deepens our understanding of the plan area. We appreciate your time and effort responding to this survey. Access the SAP 11 survey online.
Public Meeting
On Tuesday, March 25, at 6 p.m., the SAP 11 will hold its first public meeting at CCBC Essex, Administration Building, First Floor Lecture Hall, 7201 Rossville Boulevard, Baltimore, Mayland 21237. The County’s Small Area Plans provide area-specific recommendations for achieving and refining the goals of Master Plan 2030. Join us for a discussion about the future of our communities.

Reisterstown Road Water Main Project (Designated Phase III)
Baltimore County has begun a major water main project, replacing 16,000 feet of line in Reisterstown Road between Pleasant Hill Road and Stocksdale Avenue. The three miles of new 16- and 20-inch diameter line is 99 percent complete and is scheduled to be finished in the spring.
Information: Email engineering@baltimorecountymd.gov.
Rolling Road, Phase 1B (Between Six Point Court and Orchard Avenue)
The project includes roadway widening, storm drain and inlet installation, curb and gutter, and sidewalk. Overall construction is expected to last approximately one year at a cost of $6 million; however, two-way traffic will be maintained throughout the duration of the construction. By phasing the maintenance of traffic, the need to use flaggers will be nominal. Extensive temporary signage to direct traffic and allow temporary shifts during the phased construction are included. This project is 42 percent complete.
Liberty Road 12-Inch Water Main Replacement
The Department of Public Works and Transportation began a water main replacement project last year. The project is located in the western part of Baltimore County along Liberty Road from Rolling Road to Washington Avenue. The project includes replacing 6,500 linear feet of six-, eight- and 12-inch water mains at a cost of $5.8 million. Working hours will be 9 p.m. to 5 a.m., Sunday to Friday. The project is 55 percent complete.
Information: Email engineering@baltimorecountymd.gov.
