Irish Music Festival
The Department of Recreation and Parks will host an Irish Music Festival featuring the ShamRogues on Saturday, March 8, at 1 p.m., at Oregon Ridge Park and Lodge, 13401 Beaver Dam Road, Cockeysville, Maryland 21030. In addition to music, join us for vendors, food and drink, and more. Admission is $20 per person for ages 12 and older; 11 years of age and younger are free. Please register.
Women’s Wellness Night
The Department of Recreation and Parks will host Women’s Wellness Night on Saturday, March 22, at 6 p.m., at the Randallstown Community Center, 3505 Resource Drive, Randallstown, Maryland 21133. Join us as we celebrate Women’s History Month and explore local health and wellness vendors, listen to empowering stories from female entrepreneurs, and take part in an exercise activity. Admission is free. Please register.
Small Area Plan Effort Underway for “Small Area 11”
The first Small Area Plan (SAP) effort in Baltimore County is underway for “Small Area 11,” which includes the communities in and around White Marsh, Middle River, Bowleys Quarters, Essex and Rossville. This SAP will build on the work of previously adopted community plans and Sustainable Community Area Plans, as well as the themes and goals of Master Plan 2030. Small Area Plans are intended to provide area-specific recommendations for achieving and refining the goals of the Master Plan.
There are two opportunities for community members to get involved:
Online Survey
An online survey for SAP 11 is now live. Sharing your input and knowledge of your community through this survey deepens our understanding of the plan area. We appreciate your time and effort responding to this survey. Access the SAP 11 survey online.
Public Meeting
On Tuesday, March 25, at 6 p.m., the SAP 11 will hold its first public meeting at CCBC Essex, Administration Building, First Floor Lecture Hall, 7201 Rossville Boulevard, Baltimore, Mayland 21237. The County’s Small Area Plans provide area-specific recommendations for achieving and refining the goals of Master Plan 2030. Join us for a discussion about the future of our communities.
Community Planning Institute Spring Cohort
The Department of Planning has created the Community Planning Institute (CPI) to empower County community members and stakeholders to be productively engaged in planning, land use, and development processes and practices that impact their communities. The spring 2025 institute will consist of weekly in-person classes for five consecutive weeks.
Individuals interested in participating in the spring cohort must apply online. Applications will be available starting Monday, March 17 until Monday, March 31 at 8 a.m.
Classes will occur from 6:30 to 8:30 p.m. on the following dates in the Jefferson Building located in Towson, Maryland:
- Tuesday, May 6: Kick-off and Baltimore County Introduction
- Tuesday, May 13: Planning 101
- Tuesday, May 20: Understanding Zoning
- Tuesday, May 27: Baltimore County Development
- Tuesday, June 3: Action Plan and Graduation

Texas Force Main Extension and Diversion Sewer Rehabilitation
The Department of Public Works and Transportation began rehabilitating 2,100 linear feet of 33-inch sanitary sewer force main in Cockeysville at a cost of $4,487,000. The project limits are from Edgemoore Road at Timonium Road to Greenmeadow Drive, terminating at Cinder Road. A small traffic diversion will be set up at Cinder Road and Tree Lane during construction. Expect lane closures and minor traffic disruptions during this time. A temporary sanitary sewer bypass line will be buried in the roads mentioned until the project is complete. There will be three temporary access openings along the alignment of the sewer line to insert the new liner. The preliminary work began in 2023. The project is 60 percent complete.

Cockeysville and Texas Task 16 Sewersheds Rehabilitation
The Department of Public Works and Transportation began rehabilitating 7,260 linear feet of eight-to-30-inch sanitary sewer main in the Cockeysville and Texas sewersheds at a cost of $1,602,295. The project is 99 percent complete.

Cockeysville Force Main and Texas Pumping Station Influent Sewer
The Department of Public Works and Transportation began rehabilitating 870 linear feet of 18-to-24-inch gravity and force main sanitary sewers between Warren Road, Beaver Dam Road, and York Road at a cost of $2,016,300. The project is 98 percent complete.

Sparks Water Pumping Station and Tank Rehabilitation
Baltimore County is renovating the Sparks Water Pumping Station and Water Tank. The work is 97 percent complete. The cost is $6.4 million.

Long Quarter South Sewer Rehabilitation
The Department of Public Works and Transportation has begun rehabilitating 65,598 linear feet of sanitary sewer main in the Long Quarter Sewershed at a cost of $5.5 million. This project is scheduled for completion in June. The project is 30 percent complete.

Long Quarter NORth Sewershed Structural Rehabilitation
The Department of Public Works and Transportation is rehabilitating sanitary sewer lines in the Timonium area. We do not expect major traffic impacts related to this project. Further updates will be available next month. The project is 22 percent complete.

Development Meetings include Community Input, Concept Plan, County Review, Development Review Committee and Hearing Officers Hearings.
Zoning Hearings include Special Exceptions, Variances and other issues before the Office of Administrative Hearings of Baltimore County.
