Recreation and Parks Board Meeting

Spring Break Drop-In Program
The Department of Recreation and Parks is hosting a Spring Break Drop-In Program on Monday, April 14, through Friday, April 18, from 9 a.m. to 4 p.m. at the County’s 11 Recreation Activity Centers (RAC). Our RACs are offering a free drop-in program while Baltimore County Public Schools are closed for spring break. Participants will visit a new country each day and make a passport to collect their experiences. Please register.
Earth Day Festival
The Department of Recreation and Parks will host an Earth Day Festival on Sunday, April 27, from 10 a.m. to 4 p.m. at the Agricultural Center and Farm Park at 1114 Shawan Road, Cockeysville, Maryland 21030. Come celebrate Earth Day with educational demonstrations and activities, including a seed swop, plant sales, hayrides, games, vendors and animal encounters. Free for all ages.
Community Planner Pop-Up
It’s that time again, and this time, we’re collaborating to bring you an exciting opportunity to engage with two planners from sister communities! On Friday, April 18, from 9:30 a.m. to 4 p.m., join Sydnie Cooper and Yolanda Gregory, the Department of Planning Community Planners for County Council Districts 2 and 4, at the Owings Mills Library at Metro Centre, 10302 Grand Central Avenue, Owings Mills, Maryland 21117, for an interactive session where you can connect, discuss, and share your ideas about the future of our districts.
Whether you're curious about urban planning, want to learn more about upcoming projects, or have feedback to share, this is your chance to get involved and shape the development of your community.
Come with questions, leave with insights, and be part of the collaborative effort to build a brighter future for Districts 2 and 4.

Reisterstown Road Water Transmission Main Replacement (Designated Phase III)
Baltimore County is working on a major water main project, replacing 16,000 feet of line in Reisterstown Road between Pleasant Hill Road and Stocksdale Avenue. The three miles of new 16- and 20-inch diameter line is 99 percent complete and is scheduled to be finished in the spring. Crews continue to install services across Reisterstown Road.

Falls Road Water Main Replacement and Rehabilitation
The Department of Public Works and Transportation is replacing more than 11,000 feet of water line on Falls Road between the Baltimore City line and Brightfield Road near Interstate 695. The project, which will cost approximately $10.5 million, is about 88 percent complete. The project is scheduled for completion in the spring. The replacement of the line—sections of which are more than 90 years old—will improve the reliability of the system. Much of the construction will be done between 9 p.m. and 5 a.m., and ingress and egress will be coordinated with (and provided for) all property owners. Falls Road will not be closed during construction but there will be some lane closures during the day to accommodate construction schedules. Falls Road carries about 18,000 cars daily. There will be traffic delays.

Reisterstown Road Water Main Replacement Construction (Phase IV)
Baltimore County began work on a major water main project, replacing 8,600 linear feet of four-to-24-inch ductile-iron water main in Reisterstown Road from Interstate 695 heading south to Irving Place. The project cost is $11,920,728. The working hours will be from 9 p.m. to 5 a.m., Sunday through Thursday. Expect single-lane closures with various traffic patterns throughout the duration of the project. The work began in 2023. The project is 99 percent complete. The contractor will be replacing crosswalks in the next few weeks to complete the project.

Pikesville Pumping Station Number 2, Discharge Water Main
Baltimore County began work on a major water main project starting at the Pikesville Pumping Station located south of Interstate 695 (I-695) and east of Reisterstown Road. The new water main travels north going under I-695 to the Reservoir Circle Office Complex, then travels west along Hooks Lane and finally north along Greene Tree Road. The discharge water main is approximately 9,500 feet in length. Work includes, but is not limited to, construction of the new 42-inch and 30-inch water main, and construction of a 72-inch tunnel across I-695. The project began in 2023 and is expected to take two years to complete at a cost of $20.2 million dollars. The project is 63 percent complete.

Charles Street Water Main Replacement
While partnering with the State Highway Administration, the Department of Public Works and Transportation started replacing 4,200 linear feet of 12- and 16-inch water main from the Baltimore City line to Bellona Avenue. The entire project is scheduled to be completed in 2026. The project is 45 percent complete.

Development Meetings include Community Input, Concept Plan, County Review, Development Review Committee and Hearing Officers Hearings.
Zoning Hearings include Special Exceptions, Variances and other issues before the Office of Administrative Hearings of Baltimore County.
