FINANCIAL SERVICES

Membership in Baltimore County Employees Federal Credit Union(link is external) offers a full range of savings programs, loans, checking, direct deposit, payroll deduction, savings bonds and other financial services. Payroll through direct deposit to the financial institution selected by employee is required.

EMPLOYEE ASSISTANCE PROGRAM

Baltimore County's Employee Assistance Program provides confidential and professional assessment and referral assistance for employees and eligible dependents in the household, who are experiencing personal problems that may be affecting work performance, job satisfaction, or overall quality of life.

Baltimore County General Government offers the following benefits to full time, merit or classified employees. Some benefits vary for sworn employees of the Police and Fire Departments and for Emergency Communication Center employees. New employees are eligible for benefits upon hire, unless noted otherwise.

SALARY

  • Annual Salary review—Step increases may be granted on anniversary date based on satisfactory job performance
  • General Increases—Cost of living increases and adjustments as legislated
  • Longevity Increases—In accordance with the specific pay schedule, a full-time classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.

RETIREMENT

Retirement benefits for civilian employees are described below.

  • Civilian employees must join the Employment Retirement System (ERS) within 60 days of date of hire as a condition of employment.
  • Employees are vested in 10 years.
  • Employees cannot withdraw once enrolled.
  • Employees must complete application or waiver upon hire. Benefits are based on a 35-year retirement for most.
  • Newly hired employees at least 55 years of age may opt not to join the ERS. (Police, Fire, Deputy Sheriff's and Correctional Officers have different retirement benefits and contribution rates.)

DEFERRED COMPENSATION

Nationwide Retirement Solutions(link is external) offers a 457-retirement plan allowing for payroll contributions of tax deferred dollars to investment options of your choice.

LEAVE

Benefits for civilian employees are described below. Leave for sworn Police and Fire are different.

  • Sick Leave—Earn 15 days per calendar year, at rate of one and one quarter days per month. No maximum on annual carryover.
  • Vacation Leave—Initially earn one day per month, or 12 days per year. Earning rate increases to 15 days at the completion of five years, 20 days at the completion of 10 years, and 25 days at the completion of 15 years. Annual carryover rates are based on years of service.
  • Personal Leave—Earn one-half day each month, total of six days per year, with no annual carryover.
  • Holidays—Generally 11 paid holidays per calendar year.
  • Diversity and Inclusion Days—Two days per calendar year to participate in cultural or holiday activities. New employees who begin employment between July and December will receive one (1) day for the first year of employment.
  • Bereavement Leave
  • Jury Leave
  • Military Leave

EDUCATIONAL ASSISTANCE

Employees may receive 70 to 80 percent tuition reimbursement following successful completion of pre-approved courses related to position. Amount of reimbursement and fiscal year dollar limitations vary with bargaining group.

Baltimore County General Government offers the following benefits to part-time, non-merit or non-classified employees. New employees are eligible for benefits upon hire, unless noted otherwise.

SALARY

Part-time employees are paid an hourly rate of pay for the hours worked. Payroll through direct deposit to the financial institution selected by employee is required.

RETIREMENT

Civilian employees can waive enrollment for 60 days, then may join or waive permanently. Employees are vested in 10 years. Employees cannot withdraw once enrolled. Must complete application or waiver upon hire. Benefits are based on a 35-year retirement.

LEAVE

  • Sick Leave—Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on annual carryover.
  • Vacation Leave—Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase at the completion of five, 10 and 15 years of service generally. Annual carryover rates are based on status and years of service.
  • Personal Leave –Monthly personal leave accrued based on weekly hours and non-merit or part-time status not to exceed three days per year with no annual carryover.
  • Holidays—Part-time 30- to 39-hour non-merit or non-classified employees will generally be paid for 11 holidays per calendar year. Other part-time non-merit or non-classified employees working 29 hours per week or less will receive three paid holidays per calendar year. These holidays are Juneteenth, Independence Day and Christmas.
  • Diversity and Inclusion Days—Two days per calendar year to participate in cultural or holiday activities. New employees who begin employment between July and December will receive one (1) day for the first year of employment.
  • Bereavement Leave
  • Jury Leave
  • Military Leave

EDUCATIONAL ASSISTANCE

Non-merit employees may receive 70 percent tuition reimbursement up to $2,000 per fiscal year following successful completion of pre-approved courses related to position.
