2024 Guides and Rates

View the guides and rates for active employees and retirees below, as well as forms related to benefits changes.

Enroll with Workday (Active Employees Only)

All life events (marriage, birth/adoption, loss of coverage, etc.) must be completed using Workday. Use your County-assigned login (username@baltimorecountymd.gov) and password as your Workday username and password.

Once logged in, use the following instructions to complete your life event.

Review Your Beneficiaries

All life insurance beneficiary designations must be completed using Workday. Historical beneficiary designations may be viewed in Benefits Solver.

  • Active Employees—Use your County-assigned login (username@baltimorecountymd.gov) and password as your Workday username and password.
  • Retirees—Call the Service Desk at 410-887-8200 for your logon credentials.

It's important to update your beneficiary designations as your life situation changes (e.g., marriage, divorce, death, birth of a child, etc.) to ensure that your life insurance proceeds are paid to the appropriate persons. This beneficiary change is limited to your County life insurance plans only. Other plans that you have require a separate beneficiary change, including beneficiary elections for the Employee Retirement System, Deferred Compensation and Pension.

Once logged in, use the following instructions to designate or update your life insurance beneficiary.

Labor First: Retiree Private Medicare Exchange

Baltimore County has partnered with Retiree First to provide our Medicare-eligible retirees, dependents and beneficiaries with access to quality, value-added healthcare coverage. Retiree First is a retiree benefit administrator and advocacy company that specializes in retiree healthcare and is not an insurance carrier.

Retiree First administers medical and prescription benefits exclusively through the Baltimore County Retiree Private Medicare Exchange. This platform offers sustainability over the long-term through an approach that allows the County to continue subsidizing your medical and prescription premiums based on your date and type of retirement, and years of service. Retiree First premiums will be conveniently deducted from your Baltimore County pension check.

About the Plans

Watch the virtual retiree health seminar to learn more about the plans offered. Medicare retirees have the choice of five prescription plans, three Cigna Medicare Advantage plans, a Kaiser Medicare Advantage plan, Cigna Medicare Surround Supplemental coverage and the United American Supplemental plan. The Mid and High Cigna Advantage and Prescription plans have the addition of an "adherence package" that makes thousands of maintenance drugs available at $0 copay and no deductible. The Insurance Division continues to administer dental, vision and life insurance for Medicare retirees, along with all non-Medicare plans.

Retiree First has a team of retiree advocates dedicated to Baltimore County Government that can assist with the enrollment process, retiree advocacy and other support services. Call 410‑431‑2226 or 1‑855‑499‑2656 to speak to an advocate via a personalized phone consultation to evaluate your individual needs and discuss plan options.
