Baltimore County will now be contributing towards a Health Savings Account (HSA) to be used with the Cigna High Deductible Health Plan (HDHP). Learn more.

  • Effective January 1, 2022, anyone enrolled in the Cigna HDHP will automatically be enrolled in an HSA.
  • Employer contribution per year: $500 for individuals, $1,000 for families
  • HSA’s will automatically be funded on January 1, 2022, regardless of employee contribution

Health Savings Account (HSAs)



If you are not making any changes to your plans or your dependents for the 2022 plan year, you do not need to do anything.

Baltimore County Sponsored Plans

If you want to make changes to your Baltimore County sponsored plans you must complete a  Retiree Health Insurance application. For your convenience, an application has been placed in the back of the 2022 Benefits Guide.

Labor First Plans: Medicare Retirees Only

If you chose to enroll into another option offered through Labor First, you are required to complete an application. Call Labor First at 410‑431‑2226 (TTY 711) or 1‑855‑499‑2656 (TTY 711) and an application will be mailed, emailed or faxed to you.
