The Law Library is now open on the second floor of the new Courthouse near the licensing windows.

Monday through Friday: 8:30 a.m. to 4 p.m.

The Law Library is closed on weekends and Court holidays.

Mission Statement

The primary obligation of the Baltimore County Circuit Court Law Library is to provide legal information and information services to the judges, attorneys, paralegals, government officials and citizens representing themselves in legal matters who reside or practice in Baltimore County, Maryland. This mission is founded on the central importance of knowledge and information to the practice of law. Secondarily, the library shall provide access for county residents to the laws that affect them and to provide public service to assist library users in locating materials held in the collection. 

Limited service will be available for students doing research in connection with course work as it is the obligation of their educational institutions to provide such training.

Library Rules

  • All patrons are required to sign-in at the front desk.
  • Eating,drinking, and loitering are prohibited.
  • Patrons are responsible for reshelving their materials.
  • Patrons must refrain from loud or excessive talking or otherwise disturbing other patrons.
  • Books may not be taken from the  library.
  • The use of cellular phones is prohibited.
  • Children must be accompanied by an adult.
  • Copy machines and computers are turned off 15 minutes before closing.

The Library provides access to the laws and cases of all 50 states and the Federal government. The print collection places strong emphasis on Maryland law and subject specific treatises. Special collections include county codes, Court of Appeals briefs on microfiche, all currently available MICPELs, over 50 law reviews and extensive tax and labor collections. The library is open to the public.

Computer-Assisted Legal Research

The Library has six computer terminals dedicated to legal research. Lexis, Westlaw, and Microsoft Word are available. Patrons must sign up with a librarian at the Reference Desk to use a terminal. There is a 60-minute time limit for each terminal. Printing charges will be assessed prior to printing. All patrons must use the computers in accordance with posted library policies.
