The Maryland Department of the Environment (MDE) requires all counties and the City to maintain maps designating service areas for water supply and sewerage, whether public utilities, or private well or septic systems. The service areas designated on these maps must be located within the Metropolitan District and are required to be consistent with the Comprehensive Land Use Master Plan adopted by the County.
Water Supply and Sewerage Master Plan Amendments
Amendments to the Water Supply and Sewerage Master Plan maps may be petitioned for change under an annual amendment cycle process governed by the Executive Order of April 11, 1990.The Department of Public Works and Transportation (DPWT) submits updates and revisions to the Planning Board annually.
The Planning Board held a public hearing on July 20, 2023 on the petitions regarding Amendment Cycle 41 of the Baltimore County Water Supply and Sewerage Master Plan.
To apply for the next Amendment Cycle, please complete the Amendment Petition Form. Information to complete the form may be found on the County’s My Neighborhood website and by reviewing the County’s Triennial Review document (link below). Completed forms are due by May 1 of each calendar year and may be submitted to DPWT at the County Office Building in Room 219.
Water Supply and Sewerage Master Plan Triennial Review
Local jurisdictions through the State of Maryland are required by regulation to submit a comprehensive review of their water supply and sewerage plans once every three years. Baltimore County’s most recent triennial review was the 2020 Triennial Review, approved by MDE on November 30, 2021.
