Sidewalk Connectivity and Pedestrian Safety Program

The Sidewalk Connectivity and Pedestrian Safety Program addresses community requests for new sidewalk installation. The program was developed to address smaller, less complex locations that close gaps within the sidewalk network.

Project Eligibility

Eligibility for the program is based on cost and complication of the project. Larger, more complicated projects and replacement of existing sidewalk are not eligible projects under this program. For a project to be eligible, it must:

  • Have a preliminary cost estimate that does not exceed $150,000
  • Not include multiple real estate transactions

Projects for new sidewalk with costs estimated at more than $150,000 and that include multiple real estate transactions would need to be standalone projects that must be funded individually in the capital budget following the County budgeting process.

Prioritization Criteria

Eligible projects will be ranked using scoring criteria that prioritize:

  • Availability of applicable grant funding
  • Availability of existing right of way
  • Consensus of all adjacent property owners
  • Limited area of construction disturbance
  • Locations within vulnerable population areas of the County
  • Nearby existing sidewalks
  • No requirements for major utility relocations
  • Pedestrian safety
  • Proximity to schools and transit services, as well as businesses and other community amenities

Note: This form is for new sidewalk requests only. If you have a request for repair or replacement of an existing sidewalk, contact the Bureau of Highways by emailing highways@baltimorecountymd.gov or calling 410-887-3560.

Requests for a new sidewalk can be submitted using the form below. Please include a detailed description of the location, including:

  • An address or nearby intersection
  • Indicate which side of the road 
  • Describe what is nearby:
    • Businesses
    • Parks
    • Places of worship
    • Other community amenities
    • Other sidewalks
    • Schools
