Engineering and Construction Administration is responsible for various support services including:
- development, management and submittal of the department's operating and capital budgets
- payroll and employee benefits
- accounting and internal computer services
- support for the Bureau Chief
- flood maps
In addition, this division manages the Professional Services Selection Committee (PSSC), which reviews and selects consultants for contracted work. Architects, landscape architects and engineers who plan to submit expressions of interest to work on Baltimore County projects must pre-qualify and be licensed by the State of Maryland. The required annual pre-qualification period extends from August 1 to July 31. The PSSC periodically advertises projects on the County's Notice of Projects to be Assigned webpage as well as E-Maryland Marketplace Advantage.
