Pikesville Revitalization Action Plan

The Pikesville Revitalization Action Plan (PDF) is the result of the Pikesville Commercial District Study, stakeholder interviews and community input. Based on input gathered throughout the planning process, the action plan provides details on the community’s vision and priorities for Pikesville. The action plan then outlines strategies, goals, and projects that are focused on the revitalization of Pikesville’s commercial district. At this time, the Pikesville Revitalization Action Plan is considered a final document, but it has not been adopted by County Council.

Reason for the Study

In order to address modern issues in older commercial areas, new solutions must include modern infrastructure; smarter, more sustainable development and redevelopment; and be adaptive to a community’s evolution in areas of diversity and inclusion. In response to the evolving needs of the Pikesville community, in April 2017 the Department of Planning began an initiative to study Pikesville’s Commercial District.

From April 2017 through June 2018, Department of Planning staff conducted interviews with community groups, and property and business owners. In addition, staff also documented and analyzed existing conditions in the study area. This effort culminated in a report that provides extensive background information to help guide future development and physical improvements, and will identify issues throughout the Pikesville commercial corridor.

Study Area

The Pikesville Study Area is located in the Western Sector of the County within the Urban Rural Demarcation Line (URDL). The study area encompasses approximately 2.1 square miles. It is bounded by I-695 to the northwest, the CSX Transportation Railroad to the southwest, Park Heights Avenue to the northeast, and the Baltimore City Line to the east. Reisterstown Road, also known as State Highway 140, bisects the study area lengthwise for a distance of approximately two miles. View an expanded map (PDF) of the study area.

Study Findings

The Pikesville Commercial District study is a report on existing conditions in the study area. The findings fell into the categories of:

  • Reisterstown Road streetscape
  • Pikesville Armory and Suburban Club
  • Parking availability in the Pikesville Commercial District
  • Commercial zoning in the Pikesville Commercial District
  • Open space and parks
  • Pikesville Design Guidelines
  • Pedestrian safety and walkability
  • Pikesville Senior Center
  • Pikes Theater
  • Arts and Entertainment District
  • Millbrook Elementary School

Pikesville Study Documents

The study provides a baseline of information, highlighting existing conditions in the Pikesville Commercial District. It will serve as background information to guide a forum for public participation in the development of goals and a strategy for the study.

Below are links to the Pikesville Commercial District study, study attachments, and the presentation from the April 11, 2019 Community Input Meeting. In the coming months, the Department of Planning will be hosting a series of community meetings to develop priorities and recommendations for the Pikesville Commercial District.

Next Steps

Now that the Pikesville Revitalization Action Plan has been drafted, additional community feedback will be collected. All feedback will be considered for inclusion based on feasibility, consensus and overall positive impact.

  • The possible formation of an Action Plan Committee that will proactively move the plan’s goals forward and be responsible for identifying and managing priority projects.
  • Consider applying for state funding through the Sustainable Communities designation for a substantial revitalization project in Pikesville’s Commercial Revitalization District. Project to be determined by the Action Plan Committee.
  • Continue the coordination of Baltimore County and State agencies, the Pikesville-Owings Mills Regional Chamber of Commerce and community associations.
