The County Office Building is closed to the public, with the exception of the lobby, until further notice. The Department will continue to accept and process permits, reviews and licenses. Online payments are now accepted for select services. Find more information about how to pay your submission fee online.

How to Apply for a Building Permit

Step 1

Download and complete all of the information on the Building Permit Application (PDF) including:

  • Property/owner/applicant information
  • Describe proposed work
  • Proposed/existing use

Step 2: Complete Required Items and Payment

  1. Determine the items required to apply. 
  2. Print and complete each item from the form list that is required for your application. Your application must be signed. Note: If you would like your permit to be emailed to you, include your email address on your application and request on the form for the permit to be emailed. 
  3. View the building permit fee schedule to determine the appropriate fee.
  4. For payment, include a check made out to Baltimore County. If you prefer to pay online, include your email on your application and an Engineering Assistant will contact you with a reference number, fee and instructions on how to pay online

Step 4: Submit Application

Applications for building permits must be dropped off in person or mailed, to the County Office Building at 111 West Chesapeake Avenue. No email submissions can be accepted.

Step 5: Receive Permit

Once notified that your permit has been issued, it can be picked up in lobby of the County Office Building, Monday through Friday, from 2 to 4 p.m. (unless indicated on your application that you would like to receive it via email).
