A building permit is required for all bulkhead and boat ramp construction. Platforms, decks and other structures that are attached to a bulkhead also require a permit and are processed as a bulkhead.

Required Documents

You must provide the following when submitting your permit application.

  • Construction Plans—Required for both commercial and residential. Must be signed and sealed by a design professional. If a residential bulkhead is under three feet, construction plans do not need to be signed and sealed. View the Baltimore County design residential bulkhead details.
  • Data Sheets—Only needed for commercial applications.
  • Site plans—Only needed for residential applications.

Army Corp and state permits may be required for the proposed construction.
