An alteration permit is required:

  • For all commercial properties
  • To add one or more basement bedrooms
  • For basement excavations
  • To convert unfinished basement space into a finished space:
    • If structural changes are involved or moving a bearing wall.
    • If the property is located in a Flood Zone, Historic District or the Chesapeake Bay Critical Area. Use the Permit Review Tool to determine if the property is in a flood zone.
    • When plumbing, gas fitting and electrical work are required, trade permits must be pulled by a Master Plumber or Electrician licensed with Baltimore County.

A building permit is not required to convert unfinished basement space into a finished space if the above items are not involved.

If property is served by a well and septic system, a site plan must be provided that complies with the Ground Water Site Plan Requirements.
