Follow the steps below if you would like to:
- Collocate antennas
- Construct a tower
- Install a small cell facility or
- Modify an existing site in Baltimore County
Your request will be processed by the County or by Wireless Edge or CTC Technology and Energy (consulting firms hired by the County).
Note: For emergencies or routine maintenance on a County-owned site or to terminate an existing collocation agreement, follow the procedures as specified in your current site agreement.
About the Process

All Applicants
Determine whether the property is County-owned or privately-owned. You can check with the landlord, view the deed or conduct an online property and title search offered at the Maryland Department of Assessments and Taxation (MDAT) or visit the Maryland State Archives to access land records.
Note: The County is not responsible for determining whether the property is County-owned or privately-owned.

All Applicants
Regardless of the method you choose to determine property ownership, you must obtain the County Parcel ID Number for complete submission of your Antenna Collocation and Tower Construction inquiry.

Availability of County-Owned Property
If you are inquiring about new permanent or temporary freestanding tower construction or tower replacement, or are inquiring about a new collocation, complete and submit your inquiry type at Antenna Collocation and Tower Construction Inquiries. Wireless Edge will contact you to guide you through the application process for County-owned property.
Availability of Privately-Owned Property
If you are inquiring about new, permanent or temporary freestanding tower construction, or tower replacement on private property, you must obtain written and signed permission from the private property owner before you complete and submit the associated inquiry form at Antenna Collocation and Tower Construction Inquiries. You will be contacted by the TRC Coordinator who will guide you through the TRC process, which includes submitting a complete TRC application package. All requests for ground-based tower construction on public or private property are subject to review according to TRC process guidelines.
Availability of Public Right-of-Way Property
For inquiries regarding small cell facility installation on public right-of-way property, apply online. You will be contacted and advised on how to proceed.
Collocation Modification to County-Owned Structure or Site Property
If you have determined that an existing site requires an upgrade, complete and submit the associated inquiry form at Antenna Collocation and Tower Construction Inquiries. You will be contacted by the County or Wireless Edge depending on who processed your existing collocation agreement. If the existing collocation site needing upgrade was leased or licensed by Baltimore County, the request is subject to review according to the Cell Tower Resource Sharing (CTRS) process and a complete CTRS application package must be submitted.
New Collocation or Modification on Privately-Owned Structure or Property
Baltimore County does not oversee requests of this nature. You must contact and coordinate with the private property owner and follow the Baltimore County construction zoning and permitting guidelines.
Existing Collocation Site Upgrades or Agreement Renewals
Complete and submit your inquiry type at Antenna Collocation and Tower Construction Inquiries. The submitted inquiry will be processed by either Wireless Edge or the County, depending on who processed your initial collocation application.
Existing Collocation Termination Requests
Complete and submit your inquiry type at Antenna Collocation and Tower Construction Inquiries. The submitted inquiry regarding the agreement to be terminated will be received, reviewed and handled by either Wireless Edge or the County according to the provisions of your agreement.
Utility Site Pole Installation or Modification Requests
Typically, modifications to structures or the installation of new poles serving gas and electric or land-based local telephone utilities receive exemption from review by the TRC process, but may be subject to other Baltimore County regulations, codes and ordinances which may include license, permit and fee requirements. You may submit an online inquiry to request a review for a TRC Letter of Exemption (LOE).

All zoning and permitting requirements for the property must be met. Requirements for constructing new communications towers and collocating communications equipment on existing structures in Baltimore County are detailed under Section 426, Wireless Telecommunications Facilities. Review the zoning and permitting requirements and obtain building permits, as needed.
