Comprehensive Zoning Map Process 2024

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Anyone may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.

The Planning Board Public Hearings on CZMP will take place in February. Dates, times and locations are available on the CZMP Hub.

Information: Browse the Comprehensive Rezoning page or contact the Department of Planning by phone at 410-887-3480 or by email at czmp@baltimorecountymd.gov.

Community Listening Sessions

Weigh in on issues impacting your community and share your ideas about Baltimore County. The Department of Housing and Community Development seeks residents who are willing to participate in community listening sessions held in partnership with TheCaseMade, an organization that helps local government and residents connect to share ideas about the long-term vision for a thriving community. Listening session participants share their views on education, employment, housing and transportation. Your input is vital to building thriving communities. Apply online to be selected for an opportunity to participate in the virtual sessions.

Note: Spaces for each session are limited. Multiple virtual sessions will be available.

Reisterstown Road Water Main Project (Designated Phase III)

Baltimore County has begun a major water main project, replacing 16,000 feet of line in Reisterstown Road between Pleasant Hill Road and Stocksdale Avenue. The three miles of new 16- and 20-inch diameter line is 70 percent complete and is scheduled to be finished in the spring.

Information: Email engineering@baltimorecountymd.gov.

Chlorinator Pump Station for Chartley and Reisterstown Tanks

Baltimore County is installing chlorination buildings at the Chartley and Reisterstown Water Tanks. The work is 100 percent complete and the project is in the process of being closed out. The cost is $4.7 million.

Information: Email engineering@baltimorecountymd.gov.

Rolling Road, Phase 1B (Between Six Point Court and Orchard Avenue)

Construction includes roadway widening, storm drain and inlet installation, curb and gutter, and sidewalk. Overall construction is expected to last approximately one year at a cost of $6 million; however, two-way traffic will be maintained throughout the duration of the construction. By phasing the maintenance of traffic, the need to use flaggers will be nominal. Extensive temporary signage to direct traffic and allow temporary shifts during the phased construction are included.
