Woodlawn Village Streetscape Improvements Community Engagement Meeting

Baltimore County has allocated funds through the federal American Rescue Plan Act for streetscape improvements on County streets and roads. The Department of Planning has identified two areas—Woodlawn Village and the 500 and 600 blocks of Eastern Boulevard—as priority areas for visual appeal, function and safety enhancements.

Join the Department of Planning on Wednesday, April 17, from 5:30 to 7 p.m., at the Woodlawn Library, 1811 Woodlawn Drive, Gwynn Oak, Maryland 21207, to offer input on streetscape improvements for Woodlawn Village. Targeted streets include areas within the Commercial Revitalization District: 2100 block of Gwynn Oak Avenue and parts of the 2000 block of Gwynn Oak Avenue; 6300 and 6400 blocks of Windsor Mill Road; and part of the 2000 block of Englewood Avenue. Streetscape improvements may include pedestrian improvements, street lighting, landscaping, street furniture, bike racks, traffic safety and more.

Earth Day Festival

The Department of Recreation and Parks will host an Earth Day Festival on Saturday, April 20, at 10 a.m., at the Baltimore County Agricultural Center and Farm Park. In addition to music, join us for food and drink, vendors, 4H animals, and more. Admission is free. Please register.

Powder Mill Interceptor Relief Sewer

The Department of Public Works and Transportation began building more than a mile of new sanitary sewer in Lochearn in February. The project extends from Liberty Road at the Baltimore City line to Southern Cross Drive at Parsons Avenue. Work on the $5.7 million project began last winter with tree removal to permit excavation for 5,621 feet of large-diameter conduit. It's about 78 percent complete and should be finished this spring. The new line increases pipe capacity and will help prevent sewer overflows. It’s part of Baltimore County’s agreement with the U.S. Environmental Protection Agency to eliminate overflows and to improve an aging sanitary sewer system.

Reisterstown Road Water Main Project (Designated Phase III)

Baltimore County is working on a major water main project, replacing 16,000 feet of line in Reisterstown Road between Pleasant Hill Road and Stocksdale Avenue. The three miles of new 16- and 20-inch diameter line is 70 percent complete and is scheduled to be finished this spring. Crews continue to install services across Reisterstown Road.

Water Line Construction on Falls Road

The Department of Public Works and Transportation is replacing more than 11,000 feet of water line on Falls Road between the Baltimore City line and Brightfield Road near Interstate 695. The project, which will cost approximately $10.5 million, is about 67 percent complete. The entire project, begun in 2022, will require approximately two years to complete. The replacement of the line—sections of which are more than 90 years old—will improve the reliability of the system. Much of the construction will be done between 9 p.m. and 5 a.m., and ingress and egress will be coordinated with (and provided for) all property owners. Falls Road will not be closed during construction but there will be some lane closures during the day to accommodate construction schedules. Falls Road carries about 18,000 cars daily. There will be traffic delays.

Reisterstown Road Water Main Project (Designated Phase IV)

Baltimore County is scheduled to begin work on a major water main project, replacing 8,600 linear feet of four-to-24-inch ductile-iron water main in Reisterstown Road from Interstate 695 heading south to Irving Place. The project cost is $11,920,728. The working hours will be from 9 p.m. to 5 a.m., Sunday through Thursday. Expect single-lane closures with various traffic patterns throughout the duration of the project. The work began in the summer. The project is 55 percent complete.

Pikesville Pumping Station Number 2, 42-inch Discharge Water Main

Baltimore County will begin work on a major water main project starting at the Pikesville Pumping Station located south of Interstate 695 (I-695) and east of Reisterstown Road. The new water main travels north going under I-695 to the Reservoir Circle Office Complex, then travels west along Hooks Lane and finally north along Greene Tree Road. The discharge water main is approximately 9,500 feet in length. Work includes, but is not limited to, construction of the new 42-inch and 30-inch water main, and construction of a 72-inch tunnel across I-695. The project is expected to take two years to complete at a cost of $20.2 million dollars. The project is one percent complete.

Montbel Relief Sanitary Sewer

Baltimore County began work on the Montbel Relief Sewer Project. The work consists of installing 1,800 linear feet of 12-inch sanitary sewer main in the Gwynns Falls Sewershed located in the Gwynn Oak area of Baltimore County. The project is scheduled to take eight months to complete at a cost of $2.2 million. The project is 25 percent complete.

Ellenham Avenue Eight-Inch Water Main Replacement

Baltimore County will begin work on the Ellenham eight-inch water main replacement. The site is in the Riderwood area of Baltimore County along Ellenham Avenue between Ruxton Road and West Joppa Road, and along Ellenham Road. The work consists of replacing 4,300 linear feet of eight-inch water main at a cost of $1.5 million. The project is scheduled to take one year to complete.

Zoning Hearings include Special Exceptions, Variances and other issues before the Office of Administrative Hearings of Baltimore County.
