Planning Board Meetings

The board will meet as follows:

  • Thursday, February 1, at 4:15 p.m.—Planning Board Meeting

  • Thursday, February 15, at 4 p.m.—Planning Board Meeting and Capital Improvement Program Staff Recommendations
    • Virtually through Webex

Planning Board Comprehensive Zoning Map Process Council District 1 Public Hearing

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in Baltimore County, although the usual participants in the process are individual landowners, contract purchasers, community organizations, County staff, the Planning Board and the County Council.

The CZMP covers a period of approximately 12 months and results in zoning decisions that are reflected in a final log of issues. Ultimately, the County Council decides on each issue whether to retain the existing zoning or to enact a different zone(s) or district(s). Generally, each issue is a single property, but an issue may cover many adjoining properties and might even cover many hundreds of acres. The zoning on all properties that were not issues is reenacted without change.

On Tuesday, February 6, at 6 p.m., the Planning Board will hold a public hearing for speakers to present their views on CZMP issues in the First Council District. The hearing will be at Lansdowne High School, 3800 Hollins Ferry Road, Lansdowne, Maryland 21227. In the event of inclement weather and school closure, the hearing will be held virtually.

An online speaker registration will open on the CZMP Hub at 8:30 a.m. two days prior to each hearing. A confirmation email will be sent after registration with your speaker number and hearing details. Each speaker will be given a total of two minutes to speak, and speakers will be taken in the order in which they signed up. If preparing written testimony, please provide 20 copies; testimony will be circulated to the Board following the hearing.

The Planning Board will deliberate their recommendations during work sessions in the month of April. The sessions are open to the public; however, no public input will be heard during work sessions. Additional information is available on the Planning Board website.

Agricultural Land Preservation Advisory Board Meeting

The advisory board will meet in-person on Wednesday, February 14, at 6:30 p.m. at the Baltimore County Center for Maryland Agriculture, 1114 Shawan Road, Cockeysville, Maryland 21030. Recreation and Parks Board Meeting

Sankofa: Celebration of African Americans’ Achievements

The Department of Recreation and Parks will host Sankofa: Celebration of African Americans’ Achievements on Friday, February 23 at 5 p.m. at the Winfield Recreation Activity Center. Celebrate Black legacy and progress through Sankofa: a revisiting of the past to enhance the future. Engage with speakers, visit community resource tables and vendors, and interact with our living history program. Admission is free. Please register.

Diageo Facility Siphon Replacement

Crews have begun construction on the Diageo Facility Siphon—a major repair to the wastewater system at the Guinness Brewery and Taproom in Halethorpe. Work on the $5.3 million project began in March. The siphon will carry the effluent under Herbert Run. The project is 65 percent complete.

Sewer Rehabilitation in Catonsville, Basin 10

Baltimore County is rehabilitating more than 60,000 feet of sanitary sewer line in Catonsville. Work started in August 2021 and is about 99 percent complete. The main lines have been completed and crews continue to vacuum test manholes. The cleaning and lining project will cost $4 million.

Sewer Rehabilitation in Catonsville, Patapsco Basin 7

Baltimore County is rehabilitating more than 73,000 feet of sanitary sewer line in Catonsville. The cleaning and lining project will cost $4,989,140. Work, which is 25 percent complete, started in May and is scheduled to be completed in the summer.

Woodwind Sewage Pumping Station Rehabilitation

Baltimore County is renovating the Woodwind Sewage Pumping Station. The contractor has mobilized on site and has begun excavating for the new work. The project is 18 percent complete. The cost is $860,000.

Catonsville Water Pumping Station Rehabilitation

Baltimore County is renovating the Catonsville Water Pumping Station. It's 35 percent complete. The cost is $16.4 million.

Development Meetings and Zoning Hearings

Development Meetings include Community Input, Concept Plan, County Review, Development Review Committee and Hearing Officers Hearings.

Zoning Hearings include Special Exceptions, Variances and other issues before the Office of Administrative Hearings of Baltimore County.

These meetings are virtual through Webex.
