Vendor Resources

The Division of Purchasing Services is committed to empowering all businesses interested in engaging with Baltimore County by providing comprehensive information to facilitate their success. Discover valuable resources to guide you in conducting business with the County below.

DOING BUSINESS WITH BALTIMORE COUNTY 

  • Register for email notifications for new solicitations(link is external) or for construction solicitations only(link is external)
  • Register with eMaryland Marketplace Advantage(link is external)—eMMA is Maryland's online procurement platform used to connect the vendor community with contracting opportunities from state, County and local government entities. Registered vendors will receive notices of bid opportunities.
  • Register with the State Department of Assessment and Taxation (SDAT)—Vendors conducting business with the County must be registered with SDAT(link is external). To learn more, call 410-767-1340 or email sdat.scc@maryland.gov.

DISBURSEMENTS (ACCOUNTS PAYABLE)

The Disbursement Unit is responsible for the accurate and timely processing of payments for all good and services provided by County-contracted vendors. All payments must be properly authorized in accordance with the Division of Purchasing's policies and procedures. 

  • Invoicing—Email supplier invoices to disbursement@baltimorecountymd.gov, with the company name in the subject line of the email. Invoices must include:
    • The purchase order number
    • The name of the County department that you are doing business with and your point of contact
  • Net 30 day—Payment to contractors is due 30 calendar days from the date of invoice final approval
  • Electronic Fund Transfer (EFT)—Represents the way your business can receive direct deposit of your invoice payments to your bank account. EFT is a fast and simple method designed to streamline and increase the safety, security and efficiency of our payment process. We encourage enrollment in our electronic payment process. For security purposes, send an encrypted email to disbursement@baltimorecountymd.gov

ADDITIONAL RESOURCES

Direct Financing Programs and Tax Credits—The Department of Economic and Workforce Development (DEWD) offers these to help grow your business and encourage investment and job creation in the County.

Certifications(link is external)—The Maryland Department of Transportation (MDOT) is the State’s official certification agency for companies seeking status as a:

  • Minority Business Enterprise (MBE)
  • Disadvantaged Business Enterprise (DBE)
  • Airport Concessions Disadvantaged Business Enterprise (ACDBE)
  • Small Business Enterprise (SBE)

Maryland Small Business Development Financing Authority(link is external) (MSBDFA)—Promotes the viability and expansion of all small businesses in Maryland with a focus on businesses owned by economically and socially disadvantaged entrepreneurs. 

PARTNERSHIPS

Baltimore Metropolitan Council(link is external) (BMC)—A nonprofit organization that works collaboratively with regional chief elected officials from its eight county/city membership to aggregate the purchasing volumes of like commodities and services to leverage the committee's buying power. Baltimore County serves on the BMC subcommittee, Baltimore Regional Cooperative Purchasing Committee(link is external) (BRCPC, pronounced "brick pack").

Metropolitan Washington Council of Governments(link is external) (COG) regularly brings leaders together to develop solutions to the region's major challenges, prepares plans enabling the region to receive federal funding, provides members with research and data to inform decision making, and offers a wide range of programs, including

  • Commuter services
  • Cooperative purchasing
  • Public outreach campaigns
  • Technical assistance and grants

Mid-Atlantic Purchasing Team (link is external)(MAPT)—A collaboration between the BMC and COG, who agreed to work together through procurement committees to aggregate regional purchasing volumes. The regions covered include Maryland, Northern Virginia and Washington D.C. Learn more(link is external).

Maryland Association of Counties(link is external) (MACo) is the nonprofit, nonpartisan voice of all 24 Maryland counties promoting effective, efficient government through advocacy, education and collaboration.

Maryland Public Purchasing Association(link is external) (MPPA)—A professional organization founded by a group of purchasing professionals who were interested in furthering the development of cooperative purchasing issues as well other initiatives of public procurement interest. This group worked in public purchasing and were predominately from:

  • Anne Arundel County
  • Baltimore City and County
  • Howard County
  • Prince George's County
  • State of Maryland

County Council approval is required prior to executing contracts for services:

  • For a term exceeding two years
  • For contracts exceeding $25,000 in value for any single year

Issued Purchase Orders (PO) and Supplier Contracts (SCON) from the Division of Purchasing Services:

  • Authorizes a vendor to deliver and charge for the commodities or services specified.
  • Includes description, quantity, price, terms of payment, time and place of delivery, responsibility for shipping cost and reference to solicitations and proposals, when appropriate.
  • Changes in company status could have an impact on our obligation to report information to the Internal Revenue Service (IRS). Contact us to find out how to update your information. You may be asked to provide a new IRS Form W-9.
