Trash and Recycling Drop-Off Centers

All three drop-off centers, including the Eastern Sanitary Landfill, are currently in service with normal operating hours (including the usual holiday schedule). Yard material brought to County drop-off centers for recycling must be contained in paper bags. Starting January 1, 2025, the annual limit on RDOC visits for Baltimore County residents will be increased from 6 visits to 10.

Baltimore County operates three facilities where County residents can take residential trash and recyclables. Our customer service staff at 410-887-2000 handles phone calls for all three facilities. Please note that most GPS devices and smart phone apps are able to provide turn-by-turn directions to the facility addresses listed below.

Disposal Commercial Accounts

The Bureau of Solid Waste Management will require commercial haulers to have a commercial account with Baltimore County in order to use all three of Baltimore County's drop-off facilities.

The following rates apply:

  1. Commercial—Non Special MSW: $125 per ton
  2. Commercial—Special Handling: $200 per ton
  3. Organics and Brush: $65 per ton

Non-account holders will pay a $10 minimum per transaction. 

Disposal Rules and Guidance for Residents

In most cases, Baltimore County residents may take material to residential drop-off facilities free of charge, with up to 10 visits per year.  After 10 visits, materials will have to be delivered to the Eastern Sanitary Landfill, where a prorated fee of $125 per ton will be charged.

EASTERN SANITARY LANDFILL (ESL) SOLID WASTE MANAGEMENT FACILITY IN WHITE MARSH

Hours: Monday to Saturday, 7:30 a.m. to 3:30 p.m. (There is no admittance into the facility after 3:15 p.m. and residents must be finished unloading by 3:30 p.m.)

Off 11400 block Pulaski Highway, one block east of Allender Road.

From west of Harford Road:

  1. I-695 to Exit 31C, White Marsh Boulevard (Route 43)
  2. Take Route 43 to the Pulaski Highway (Route 40) east exit
  3. Go approximately two and one-half miles on Pulaski Highway to Days Cove Road and turn right at the traffic light
  4. Main gate is one mile on right

From between Harford Road and I-95:

  1. I-695 to Exit 35, Pulaski Highway (Route 40)
  2. Go east approximately five miles to Days Cove Road and turn right
  3. Main gate is one mile on right

From east of I-95:

  1. Take Pulaski Highway (Route 40) east.
  2. Go to Days Cove Road about two and one-half miles beyond the intersection at White Marsh Boulevard (Route 43)
  3. Turn right on Days Cove Road
  4. Main gate is one mile on right

At times, the Bureau of Solid Waste Management has supplies of mulch and compost available to residents, free of charge. These products are offered on a first-come, first-served basis, only at the Eastern Sanitary Landfill Solid Waste Management Facility in White Marsh.

Attendants are not available to assist with loading the mulch and compost; residents are asked to bring their own containers and shovels to load the material themselves. The mulch and compost are not always available for residents—please call 410-887-2000 first to check the availability of these materials.

CENTRAL ACCEPTANCE FACILITY (CAF) IN COCKEYSVILLE

Hours: Monday to Saturday, 7 a.m. to 4 p.m.

Entrance to the facility is on Drop Off Drive, off of Warren Road, one-quarter mile west of York Road and one-quarter mile east of Beaver Dam Road.

From areas south of Cockeysville:

  1. I-83 north to Warren Road
  2. Go one mile to Drop-Off Drive and turn right

From areas north of Cockeysville:

  1. I-83 south to Shawan Road-East
  2. Go one-half mile to York Road and turn right
  3. Go one-half mile to Warren Road and turn right
  4. Go one-quarter mile to Drop-Off Drive and turn left

Located at the CAF, the single stream recycling Materials Recovery Facility (MRF) receives, sorts and prepares recyclable materials (a mixture of paper, plastic and metal items) for marketing. By marketing the recyclables, the County is able to retain the value of these materials and maximize the financial benefits of its single stream recycling program. You have a direct impact on the County’s success—the more you recycle, the more money the County will earn. Workers are stationed along the conveyor belts to screen out material missed by the sorting equipment, which includes 86 conveyor belts, six sorting screens, three optical sorters and two balers. TOURS AVAILABLE

Baltimore County offers free public tours of its single stream MRF for groups of 10 to 30 people. For safety reasons, tours are restricted to fourth grade students and above. The tours can be scheduled Monday through Friday, with a start time between 9 a.m. and 1 p.m. The tour itself lasts approximately 60 to 90 minutes. Because of the group size requirements, preregistration is required(link is external) for all tours.

WESTERN ACCEPTANCE FACILITY (WAF) IN HALETHORPE

Hours: Monday to Saturday, 7 a.m. to 4 p.m.

Go to the end of Transway Road, off the 4500 block of Hollins Ferry Road (Beltway Exit nine).

  1. I-695 to Exit nine, Hollins Ferry Road
  2. Go west on Hollins Ferry Road, approximately one-quarter mile, to the first left; look for Western Acceptance Facility sign at Transway Road
  3. Turn left onto Transway Road
  4. At dead-end, turn right into the facility and follow signs to drop-off center at rear of facility
