- Filing Orders—An individual may file a Protective Order at either the Baltimore County District Courts or Circuit Court. The petitioner must complete a Petition for Protection obtained at the Civil Clerk’s office. An Interim Order may be filed with the Court Commissioner (District or Circuit Court).
