The Baltimore County Office of Home Energy Programs (OHEP) helps low-income Baltimore County citizens pay their heating bills, minimize heating crises and make energy more affordable.

Services Available

The Office of Home Energy Programs (OHEP) offers three primary programs. Each program year runs from July 1 to June 30. All OHEP programs are income-based. Individuals can apply in person, by mail or online through  myDHR. The three programs are: Maryland Energy Assistance Program (MEAP), the Electric Universal Service Program (EUSP) and the Arrearage Program.

The amounts disbursed by MEAP and EUSP are calculated by a computer program. Factors include income, energy use and family size. There is not an average or standard amount.


Maryland Energy Assistance Program: This is a lump-sum payment for heating expenses, which the applicant can specify to be used for electric and gas bills, heating oil or propane at the time of application. These funds arrive in November or later.

Electric Universal Service Program: This is a bill payment. It can be paid in a lump sum when service is off. If service is still on, the amount awarded is divided by 12 and applied to the account on a monthly basis. Applicants must agree to budget billing and the bill must be in the applicant's name.

Arrearage: This is applied to an electric bill and is available once every seven years. The amount of the benefit is calculated by the utility company.

Additional Options

Fifty-Five Day Extension

Upon receiving an application, the agency may request an extension from the utility company. In some cases, the utility company does not grant the extension.

Special Payment Arrangements

Sometimes with very large bills, the utility company may make a payment plan with the customer. This is an agreement between the customer and the utility.

Service-Off or Turn-Off Notice

If your service is off or if you have received a turn-off notice, please apply as soon as possible, and in person, at 6401 York Road, Baltimore, Maryland 21212. Appointments are not required.

Items Needed To Apply

  • Photo identification for applicant
  • Proof of residence
    • Lease
    • Rent book with address and name
    • Mortgage statement
    • Tax bill
  • Copies of Social Security cards for all household members, including children
  • Proof of total gross income for the last 30 days for everyone in your household
    • If paid bi-weekly, the last two pay stubs
    • If paid weekly, the last four pay stubs 
    • Benefit or award letter if you receive SSA, SSDI, SSI, TCA, TEDAP, pension or worker's compensation
  • The name of your home energy supplier and account number
  • A copy of your recent utility bill

Applications will not be processed and utility companies will not be contacted without all of the required documentation.

Other Resources

If OHEP grants do not cover the entire bill and or amount needed, the customer will be referred to the Fuel Fund of Maryland and to the local office of Social Services.
