On November 14, 1996, the body of 37-year-old Donna Lee Blalock was found in her pick-up truck at 3624 Rockdale Terrace, Windsor Mill, 21244.
Blalock had sustained a gunshot wound to the upper body. Her vehicle had struck several stationary objects before crashing into a telephone pole.
