On Sunday, December 24, 2023, at approximately 6:00 p.m., Precinct 6 – Towson officers responded to a crash that occurred in the area of Interstate 695 and Charles Street, Lutherville. Detectives with the Baltimore County Police Department’s Crash Team determined that a 2019 Kia Rio was traveling off Interstate 695 when it proceeded through the red light at Charles Street and collided with a 2024 Subaru Legacy. The driver of the Kia, 26-year-old Eliezer Nshimiyimana, was transported to an area hospital with serious life-threatening injuries. The passenger of the Kia Rio, 46-year-old Byakweri Nshimiye was transported as well, where, later that evening, he was pronounced deceased. The driver of the Subaru was transported to an area hospital with non-life-threatening injuries. Detectives are continuing to investigate the circumstances surrounding the collision.
