Police Community Relations Councils (PCRC) provide an open forum where citizens, community leaders and representatives of the local business community may bring attention to problems within their neighborhood.

Meets on the fourth Tuesday of the month at 7 p.m., except in November meets on the fifth Tuesday of the month.
No meetings in July, August and December.

About the Commander

Police Captain of Towson Maryland

Captain Samuel Houston began his career in 2002 as a patrol officer with the Towson Precinct. He is excited for the opportunity to return to Precinct 6 and continue the outstanding partnership between the precinct and the community.  

  • 2002 to 2005—Assigned to the Towson Precinct as a patrol officer.
  • 2005—Promoted to corporal and assigned as a supervisor to the White Marsh Precinct.
  • 2007—Promoted to sergeant and assigned as a supervisor to the Woodlawn Precinct.
  • 2008—Transferred to the Towson Precinct where he served as a supervisor.
  • 2008—Promoted to lieutenant and assigned as shift commander at the Woodlawn Precinct.
  • 2010—Transferred to the Dundalk Precinct and assumed the role of investigative services and community outreach unit commander.
  • 2012—Assigned to the Criminal Intelligence Section and served as intelligence unit commander.
  • 2013—Assigned to the Special Operations Section and served as tactical unit commander.
  • 2019—Transferred to the Parkville Precinct and served as shift commander and assistant precinct commander.
  • 2022—Promoted to captain and assigned to the Towson Precinct.
