Recreation and Parks Board Meeting

Canceled: Women’s Wellness Night
This event has been canceled. The Department of Recreation and Parks will host Women’s Wellness Night on Saturday, March 22, at 6 p.m., at the Randallstown Community Center, 3505 Resource Drive, Randallstown, Maryland 21133. Join us as we celebrate Women’s History Month and explore local health and wellness vendors, listen to empowering stories from female entrepreneurs, and take part in an exercise activity.
Small Area Plan Effort Underway for “Small Area 11”
The first Small Area Plan (SAP) effort in Baltimore County is underway for “Small Area 11,” which includes the communities in and around White Marsh, Middle River, Bowleys Quarters, Essex and Rossville. This SAP will build on the work of previously adopted community plans and Sustainable Community Area Plans, as well as the themes and goals of Master Plan 2030. Small Area Plans are intended to provide area-specific recommendations for achieving and refining the goals of the Master Plan.
There are two opportunities for community members to get involved:
Online Survey
An online survey for SAP 11 is now live. Sharing your input and knowledge of your community through this survey deepens our understanding of the plan area. We appreciate your time and effort responding to this survey. Access the SAP 11 survey online.
Public Meeting
On Tuesday, March 25, at 6 p.m., the SAP 11 will hold its first public meeting at CCBC Essex, Administration Building, First Floor Lecture Hall, 7201 Rossville Boulevard, Baltimore, Mayland 21237. The County’s Small Area Plans provide area-specific recommendations for achieving and refining the goals of Master Plan 2030. Join us for a discussion about the future of our communities.
Community Planning Institute Spring Cohort
The Department of Planning has created the Community Planning Institute (CPI) to empower County community members and stakeholders to be productively engaged in planning, land use, and development processes and practices that impact their communities. The spring 2025 institute will consist of weekly in-person classes for five consecutive weeks.
Individuals interested in participating in the spring cohort must apply online. Applications will be available starting Monday, March 17 until Monday, March 31 at 8 a.m.
Classes will occur from 6:30 to 8:30 p.m. on the following dates in the Jefferson Building located in Towson, Maryland:
- Tuesday, May 6: Kick-off and Baltimore County Introduction
- Tuesday, May 13: Planning 101
- Tuesday, May 20: Understanding Zoning
- Tuesday, May 27: Baltimore County Development
- Tuesday, June 3: Action Plan and Graduation

Sewer Project Perry Hall Manor
The Department of Public Works and Transportation is connecting 104 homes in the Perry Hall Manor area in a long-term project to provide sewer service. In 2022, residents saw topographical and environmental surveyors gathering information for the design phase. The surveyor work has been completed for the moment, though more field work is anticipated. Construction is expected to take from one to one and a half years to complete.

Bird River and Bengies Sewershed Repair, Replacement and Rehabilitation
There is more than five miles of small- and large-diameter sewer relining in this project costing $3.6 million. The work is 99 percent complete.

Red House Run Structural Sewer Rehabilitation
Baltimore County has started a major sewer rehabilitation project consisting of almost 15 miles of sewer line in the Overlea and Rosedale areas. Work on the $4.7 million project began in 2022. It's approximately 98 percent toward completion. The Red House Run Structural Sewer Rehabilitation project is part of the County's Consent Decree—the County’s agreement with the U.S. Environmental Protection Agency to improve the entire sanitary system and eliminate sanitary sewer overflows.

East Branch Herring Run Relief Sewer
Baltimore County has started a major relief sewer project consisting of installing 11,232 linear feet of eight-to-36-inch sanitary sewer main at a cost of $16.1 million dollars. The project limits start at the Baltimore City line at Perring Parkway to Taylor Avenue and east beyond the Harford Park community. The project is 98 percent complete and is scheduled for completion in the spring.

White Marsh West Structural Sewer Rehabilitation
The Department of Public Works and Transportation was scheduled to begin work in February on the White Marsh Structural Sewer Rehabilitation Project. This project includes rehabilitation of 67,000 linear feet of sanitary sewer lines in the western portion of the White Marsh Sewershed. The project is scheduled for completion in the fall of 2026 at a cost of $4.2 million.

Development Meetings include Community Input, Concept Plan, County Review, Development Review Committee and Hearing Officers Hearings.
Zoning Hearings include Special Exceptions, Variances and other issues before the Office of Administrative Hearings of Baltimore County.
