Housing Resources for Individuals with Disabilities

The Baltimore County Department of Planning administers two separate funding programs to provide financial assistance to modify rental units for people with disabilities. Accessibility modifications are intended to address the particular needs of a disabled family member and may include installation of railings or ramps, bathtub inserts, alert systems, different flooring or other structural modifications. To be eligible, a family member must have a disability, have a one-year lease for a rental unit in Baltimore County and meet certain income guidelines.

The Conciliation Housing Accessibility Modification Program (CHAMP) is only available for residents using housing vouchers.

The Housing Accessibility Modification Program (HAMP) is open to families with incomes 80 percent or below Area Median Income.

Additional Resources

Accessible Homes for Seniors is a project to promote accessibility related improvements to the homes of seniors. It is run by the Maryland Department of Housing and Community Development (DHCD), in partnership with the Maryland Department of Aging (MDoA). These improvements may include, among others, the installation of grab bars and railings, widening of doorways and installation of ramps. Home improvements such as these represent for many older people the key to remaining in their home and maintaining their independence.

Concrete Change is an international network whose goal is making all new homes visitable, not just “special” homes. Being at the party, the meeting, the family reunion...not isolated. Our method is policy, because the market alone is not enough to address the segregation, public health problems and fiscal waste of continuing to build houses with no access.

The Bazelon Center for Mental Health Law provides legal advocacy for the civil rights and human dignity of people with mental disability.

The Homeownership for Individuals with Disabilities Program is offered through the Maryland DHCD and is available statewide. Please call Single Family Housing at 410-514-7535 for additional information.

The Maryland DHCD's Rental Housing Locator allows people to locate available housing that best fits their individual and family needs. The service can be accessed online 24 hours a day and is supported by a toll-free, bilingual call center Monday through Friday, 9 a.m. to 6 p.m. at 1-877-428-8844.

The National Council on Independent Living (NCIL) is a membership organization that advances the independent living philosophy and advocates for the human rights of, and services for, people with disabilities to further their full integration and participation in society. The local affiliate of NCIL is the IMAGE Center of Maryland.
