Capital Improvement Program
The County’s Capital Improvement Program (CIP) is a six-year plan for the construction and maintenance of the County’s:
- Community improvements
- Government buildings
- Land preservation
- Parks
- Refuse disposal facilities
- Roads and bridges
- Schools
- Water, sewer and storm drain improvements
- Watershed restoration

FISCAL YEAR 2026 THROUGH FISCAL YEAR 2031
Formulation has begun of the Capital Improvement Program for Fiscal Year 2026 through Fiscal Year 2031.
The Department of Planning manages the role of the Planning Board in the development of the County’s CIP. The CIP is a major means tool for implementing the goals and priorities of the County’s Master Plan. The CIP is reviewed annually. The Planning Board’s involvement will begin in October with the scheduling of a Citizen Input Meeting and will conclude in March of 2025 when the board forwards its recommendations to the Office of Budget and Finance.
CITIZEN INPUT MEETING
The Citizen Input Meeting (CIM) is an in-person Planning Board meeting scheduled for citizens to comment on priorities for the upcoming years. The CIM was held on Thursday, October 17 at 5 p.m. Anyone wishing to testify for the CIM must use the sign-in sheets provided in the Jefferson Building lobby, 105 West Chesapeake Avenue, Towson, Maryland 21204, outside of Room 104 for citizens to address the Board (for themselves or as representatives of organizations or clients). These sheets will be posted approximately half an hour prior to the Board Meeting start time. Each speaker testifying will be given two minutes to speak. Those who do not wish to speak at the hearing but want to share their thoughts can provide written comments to jmeacham@baltimorecountymd.gov by Friday, November 1.
