Law

Provides legal advice to the County in all civil matters and represents the County Executive, County Council, County Administrative Officer, and all offices, departments, boards, commissions and other administrative agencies of the County.

Public Information Act Requests

The Office of Law is essential in assisting County agencies and officials in transactional matters and requests for advice. All litigation involving the County and its employees is handled by the Office. This includes, but is not limited to:

  • Civil rights actions
  • Code enforcement cases
  • Collection claims
  • Condemnation and the defense of personal injury and property damage claims
  • Employment litigation
  • Forfeiture cases
  • Tax sale litigation
  • Workers compensation claims
  • Other challenges to governmental actions

The Office provides representation before the County's administrative agencies in connection with development and zoning matters, personnel disciplinary appeals, code enforcement actions, and retirement system appeals.

The Office negotiates and administers approximately 180 County leases, the review and approval of over 1,800 contracts per year, and the preparation of approximately 300 pieces of legislation for County Council action annually. Codifying legislation adopted by the County Council is also a responsibility of the Office.

HELPFUL ADVICE AND INFORMATION

The Claims Management Division is responsible for the administration of all personal injury and property damage claims brought against Baltimore County. Each claim is carefully reviewed by a claims agent and decisions are made strictly on the merits of the individual case.

The Baltimore County Attorney is generally prohibited from representing Baltimore County residents. However, certain qualifying individuals of limited means can be referred to the Office by outside agencies to participate in the Office's award-winning Pro Bono Program. You can also call the Baltimore County Bar Association Lawyer Referral Program at 410-337-9100 for legal assistance in civil matters.

The Baltimore County Attorney does not represent citizens in criminal matters. If you are a victim of a crime, please call the Baltimore County Police Department at 410-887-2214 or the Baltimore County Office of the State's Attorney at 410-887-6600 for assistance. If you have been charged with a crime and are seeking legal representation, contact the Baltimore County Bar Association Lawyer Referral Program at 410-337-9100.
