Baltimore County Master Plan 2030

Baltimore County’s Master Plan 2030 provides the vision and strategies for growth over the next 10 years into a modern, 21st century county. We invite you to be a visionary. Visit the Master Plan website and join to stay informed and find out how you can bring your ideas to the table about growth, development and conservation.

Over the summer months, Department of Planning staff will be meeting with communities to inform them about the plan and ask for input about how they see their community, and the County, growing in the next 10 years. Please be sure to check the calendar on the Master Plan website to check for meetings in your area.

Arbutus Sustainable Community Designation

The proposed Arbutus Sustainable Community (SC) designation will aim at targeting public and private resources for multiple State agency investments and prioritizations. The proposed Arbutus SC boundary is focused on the Arbutus commercial core and its connections to University of Maryland Baltimore County and the surrounding residential community.

The Department of Planning has submitted the application to the Maryland Department of Housing and Community Development and the application is under review. Once approved, the status of the application will be posted. The Baltimore County Council voted on the resolution (Bill 66-21) at the May 27 meeting.

Parkville: East Branch Herring Run Relief Sewer

The Herring Run Relief Sewer, begun in February 2020, will take two years to complete. It’s now 35 percent complete. The project consists of more than 11,000 feet of new pipe and 28 manholes. Work will be done on Taylor Avenue, Wendover Avenue, Birmingham Avenue, Aiken Avenue, Oakleigh Road, Darlington Drive and Queen Anne Drive.

Information: Contact the Bureau of Engineering and Construction at engineering@baltimorecountymd.gov.

Sewer Relining Project in Carney, Perry Hall and Towson

The Department of Public Works and Transportation (DPWT) began an extensive sewer relining project in Carney, Perry Hall and Towson in May. It’s now five percent complete. More than 12 miles of sanitary sewer pipe will be relined during the next year and a half. The project will cost about $5.8 million. Most of the work will be below ground with minimal impact to communities. However, with any project of this scale, there may be some traffic or parking issues, and occasional chemical odors. DPWT staff will issue periodic updates.

Information: Email engineering@baltimorecountymd.gov.

Essex Structural Sewer Rehabilitation

Baltimore County is investing $4.4 million into structurally rehabilitating sewer lines in Essex in the area of Eastern Boulevard, Mace Avenue and Riverside Drive. The County’s contractor will line almost 15 miles of sewer pipe (eight-, 12-, 15- and 18-inch diameter conduits) during the next year. The project is about 15 percent complete.

Information: Contact the Bureau of Engineering and Construction at engineering@baltimorecountymd.gov.

Belair Road Water Line Replacement

Baltimore County is replacing 5,200 feet of water line on Belair Road between the City line and Fowler Avenue. This $6.5 million project, which is 35 percent complete, is expected to be finished in early 2022. The old 12-inch cast-iron line, which dates back to 1923, was prone to breaking. It will be replaced with a 24-inch diameter line that should improve reliability, system hydraulics and fire protection along the Belair Road corridor. Construction will take place between 8 p.m. and 5 a.m. Ingress and egress will be coordinated and provided to all property owners within the project limits.

Information: Contact the Bureau of Engineering and Construction at engineering@baltimorecountymd.gov.

Hyde Park Pumping Station

The Department of Public Works and Transportation is improving the Hyde Park Sewage Pumping Station located near Back River and Muddy Gut. The improvements will cost $2,669,230 and will be finished this year. Work began in January 2020 and is 97 percent complete.

Information: Contact the Bureau of Engineering and Construction at engineering@baltimorecountymd.gov.

Brien Run Sewer Rehabilitation

Information: Contact the Bureau of Engineering and Construction at engineering@baltimorecountymd.gov.

Bauernschmidt Manor Pumping Station

Upgrades to the Bauernschmidt Manor Sewage Pumping Station began in July 2019 and were expected to be finished during the summer of 2020. The project will cost $2,137,554 and is 95 percent complete.

Information: Contact the Bureau of Engineering and Construction at engineering@baltimorecountymd.gov.

Harewood Park Sewer Pumping Station

Baltimore County is renovating the Harewood Park Sewer Pumping Station at 12901 Princeton Road in Chase. Work on the $3.3 million project, which is 96 percent complete, began in July 2018.

Information: Contact the Bureau of Engineering and Construction at engineering@baltimorecountymd.gov.

Mohrs Lane Bridge

The Mohrs Lane Bridge (Bridge B-0143) over the CSX Railroad, north of Pulaski Highway, was closed in 2007 because of structural deterioration. Demolition was completed by CSX in 2011 at no cost to Baltimore County, which assumed ownership and plans to rebuild the span. A new bridge is currently being designed with construction scheduled to begin by 2023. Negotiations with CSX have added to the length of the project. This bridge will be part of the future Campbell Boulevard Corridor.
