Petition for Special Variance to allow for the redevelopment of, and permit the issuance of building permits for, the existing building known as "Ellicott Mill".
Petition for Variance to permit 293 parking spaces in lieu of the required 349 or in the alternative a special hearing to approve a modified parking plan.
Appeal of Administrative Law Judge's Development Plan Opinion and Order where in the "Ellicott Mill" redlined Development Plan, marked and accepted into evidence as Developer's Exhibit 2 was approved with conditions to convert the former Wilkins-Rogers flour plant into a mixed use building consisting of 190 apartment units, restaurant, historical display, and retail space.
