Appeal of Opinion and Order of the Administrative Law Judge wherein Respondents were found in violation of the Baltimore County Code for illegal home occupation, failure to cease business from a residence, non-permitted private kennel, and failure to reduce down to three dogs per residential property. Civil penalty assessed in the amount of $2,000.00.
