Zoning and Development hearings are held virtually and live-streamed using Webex. Webex is accessible online using a standard web browser (Chrome, Edge, etc.) or a free downloadable application on your desktop or mobile device.

Testify During a Hearing

Petitioners in zoning cases, and Developers in development cases, will be notified of the hearing date and time, and the case ID number. Petitioners, developers, their attorneys and any interested persons who wish to testify or present evidence at the hearing will be required to preregister at least two business days in advance in order to participate in the hearing. Persons who do not preregister to participate in the hearing will not be permitted to participate unless the Administrative Law Judge finds that there is good cause to excuse their failure to register.

The identities of registered participants will not be accessible to the opposing parties or to the public until they appear at the hearing.

Submit Hearing Exhibits

All hearing exhibits—documents, site plans, photographs or evidence of any kind—must be submitted in Word or PDF format at least two business days in advance of the hearing to the Office of Administrative Hearings at administrativehearings@baltimorecountymd.gov.

Zoning petitioners, developers and all registered hearing participants who wish to submit exhibits must separately number each exhibit and submit with their exhibits an exhibit list with the Case Number, an exhibit number and a brief description for each exhibit.

Exhibits may also be mailed to or dropped off in the lobby of the address below two business days in advance of the hearing. The filed exhibits will not be accessible to the opposing parties or the public until they are presented at the hearing.

View a Hearing

All interested persons can view a live-stream of a hearing using the case link in the calendar below. You will be required to register with your name, email, phone number and case ID number. You do not need to preregister for general access to the hearing. However, as stated above, you will not be permitted to testify at the hearing without preregistering unless good cause is shown.
