The Inspector General Selection Panel (“Panel”) was created to review resumes, interview qualified applicants, and make recommendations to the County Executive for the Baltimore County Inspector General position. The appointment by the County Executive is subject to confirmation by the Baltimore County Council.
Members
Reverend William Johnson spent more than a decade in a state Inspector General role, having served as the Inspector General for the Maryland Department of Human Services as well as the director and fair processes officer at the department’s Office of Employment and Program Equity. In addition, Reverend Johnson served as the director of the Employment Equity Unit for the Office of Community Relations at the Maryland Department of Health and Mental Hygiene. Reverend Johnson served as the chair of the Baltimore County Blue Ribbon Commission on Ethics and Accountability, which recommended the expansion of powers of Baltimore County’s Inspector General. He obtained his Bachelor of Arts (B.A.) degree in English and African/African American studies from the University of Virginia, his Master of Divinity (M.Div.) degree from Howard University Divinity School, and his Doctor of Divinity (D.D.) degree from Virginia University of Lynchburg.
The Honorable Kathleen Cox brings more than 40 years of experience to the panel, having served as a judge on the Circuit Court of Baltimore County, head of the Juvenile Court in Baltimore County, and circuit administrative judge for the Third Judicial Court. Judge Cox also brings two decades of experience in private practice and has served on numerous committees and work groups throughout her legal career. Judge Cox also served on the Baltimore County Blue Ribbon Commission on Ethics and Accountability. Currently, Judge Cox continues to serve our communities on the Maryland Criminal Pattern Jury Instruction Committee. Judge Cox is a graduate of the University of Notre Dame and received her Juris Doctor (J.D.) degree from the Notre Dame Law School.
Dennis King, Esq. (appointed by the County Council) has been in private practice for 43 years specializing in Federal and State Law in addition to his experience drafting legislation for the Maryland General Assembly. King received a Bachelor of Arts (B.A.) degree in Political Science from Loyola College Maryland (now Loyola University) and a Juris Doctor (J.D.) degree at the University of Maryland Francis King Carey School of Law.
Arthur Elkins, Esq. spent several years in a federal Inspector General role, having served as Inspector General for the United States Environmental Protection Agency from 2011 to 2018 and the first-ever Inspector General for the Washington Suburban Sanitary Commission. In addition to serving in two Inspector General positions, Elkins practiced law for more than 20 years for various agencies and owns and operates DC Federal Employment Lawyer PLLC. Ekins received his Bachelor of Arts (B.A.) degree in Social Science at Thomas Edison State University, his Master of Business Administration (M.B.A.) degree at Baldwin-Wallace University, his Juris Doctor (J.D.) degree at Cleveland State University College of Law, and his Master of Laws (LL.M.) degree in Law and Government at American University Washington College of Law.
The Honorable Thomas Dewberry, Esq. served as the first chief administrative law judge for the State of Maryland, after being a member of the Maryland House of Delegates in the state’s 12th district. Dewberry served as president and is a member of the board of directors of Revisions, Inc., a psychosocial rehabilitation center. He serves on the board of directors of Historical Old Salem, Inc. and is a member of the Catonsville Chamber of Commerce. Dewberry received his Bachelor of Arts (B.A.) degree from the University of Maryland at Baltimore County and Juris Doctor (J.D.) degree from the University of Baltimore School of Law.
