financeinfo@baltimorecountymd.gov The mission of the Office of Budget and Finance is to improve the accountability and effectiveness of the County government by providing efficient innovative services, public policy analysis, and fiscal expertise in support of all agencies of Baltimore County government. The Director of Budget and Finance is responsible for the formulation of the budget under the supervision of the County Administrative Officer and is responsible for the administration of the financial affairs of the County. In addition, the office is responsible for the study of the organization, methods and procedures of each office, board, commission, institution and agency of the County government. Also included among the responsibilities of the Director of Budget and Finance are Insurance Administration, Debt Service, Retirement and Social Security Administration, Vehicle Operations and Maintenance, Property Management and the Emergency Communications Center.
