How to Pay Your Parking or Automated Enforcement Citation

You can pay Baltimore County parking, red light, and speed camera violations through the mail, by phone, in person or online. You may use Visa, MasterCard, Discover or American Express, check, cash or money order to pay violations. A convenience fee will be charged for each credit card, debit card and electronic check transaction.

To process your transactions accurately, you must provide the vehicle tag number as well as the violation number. If you do not know the violation number, call 410-887-2777 or email payments@baltimorecountymd.gov.

Pay In Person

Payment may be made in person at the Office of Budget and Finance. The office is open Monday through Friday from 8 a.m. to 4:30 p.m. You may use Visa, MasterCard, Discover or American Express, check, cash or money order to pay violations.

VR-119 Form

This is a form provided by the MVA to local jurisdictions and is issued to a vehicle owner after payment of all outstanding parking, red light or speed violations. It serves as proof to the MVA that the vehicle owner has satisfied the delinquent violations and releases any flag on the owner’s registration renewal application. You may obtain the form from the Violation Payment Office after payment of the violations. If payment is made with cash or money order, the release will be issued the same day. The release will be issued the following business day when payment is made using a Discover Card, Visa, Master Card or American Express. If payment is made with a check the release will be issued after 15 business days. If you do not know your violation number you may call 410-887-8154 or you may email us at payments@baltimorecountymd.gov. You must provide the vehicle registration number with the request.

Late Fees and Penalties

Baltimore County charges a late fee of $10 per month or fraction thereof for any parking violation not paid within 15 days of issuance. An additional $15 fee will be charged by the County for issuing a flag warning letter and the MVA will charge an additional $30 at the time the vehicle is registered.  Completion of a payment transaction is contingent upon both the authorization of payment of the applicable credit card or debit card company and receipt of your payment by Baltimore County.  In the event your payment is not processed, your liability shall remain outstanding and unpaid.  Late fees and applicable penalties will continue to accrue.  We will credit your payment on the date we receive the electronic payment from your credit card or debit card company.

A fee of $35 will be administered in addition to the amount of any dishonored check under § 15-802 of the Commercial Law Article.

Court Date

Instructions for contesting a parking or automated enforcement citation are located on the back of the citation. Parking citations must be contested within 10 days of issuance. Automated enforcement citations must be contested within 40 days of issuance. If you have misplaced the original citation, you may make a written request which must be must be submitted within the prescribed time frames and must include your name, address, tag number and signature. If you are being sued by the Director of Budget and Finance for the nonpayment of a parking or automated enforcement ticket, you may call 410-887-8154 and speak with a Parking and Automated Enforcement Office representative.

  • A vehicle is subject to impoundment if it has three parking citations that are more than 30 days past due.
  • Unpaid violations will result in collection activity being initiated with the District Court of Maryland. If you have any questions in this regard, please call 410-887-8154.

School Zone Speed Monitoring System

Persons receiving a citation for a School Zone Speed Monitoring System violation should review the information contained on the back of the citation and proceed accordingly. If you have any questions regarding a citation you have received, you may call 1-877-578-7452.

Mission

The mission of the Parking and Automated Enforcement Section is twofold. One is to enforce county parking and automated enforcement regulations which have been specifically designed to promote safety on County roads, streets and alleyways, as well as to expedite traffic flow and promote proper use of parking spaces. Every effort is made to assure the public that payment of a violation is an easy and efficient process.

If you wish to use this system, you must accept these terms and conditions, without change. Your use of the Parking and Automated Enforcement Violation Payment System, demonstrates your acceptance of the following terms and conditions:

Function of The Parking and Automated Enforcement Violation Payment System and the Consequences of Using It

The Parking and Automated Enforcement Violation Payment System is designed as a payment mechanism for parking, red light and speed zone violations issued by Baltimore County Government. This is a service created for the convenience of the public. Payment of the violations will be construed as a waiver of important substantive rights, including the right to stand trial and any right you might otherwise have to contest the validity of the ticket or to contest the amount of applicable fines, fees, or penalties. Payment of a violation is conclusive evidence of guilt. If you dispute the validity or amount of the violation or if you have questions about the violation, you should not use the Parking and Automated Enforcement Payment System.

Late Fees and Penalties

Fees for Service

If paying by credit card, debit card or electronic check, you will be charged a convenience fee for this service. The convenience fee is included in the total charge for the transaction.

Use and Storage of Information

To process your payment, we will accept certain information from you. Your use of the Parking and Automated Enforcement Violation Payment System constitutes your consent to our use of the information as described in this notice. Initially, we will collect information regarding the violation (violation number and amount of the fine) as well as your license tag information (optional). To complete the transaction, you will be required to provide your name, the name of the person paying the credit card or debit card; a daytime telephone number; and credit card or debit card identification, number, and expiration date. We also will ask for your address, a business telephone number, and an email address, but you will not have to supply this information in order to complete the transaction.

No Baltimore County agency or employee will have access to the Parking and Automated Enforcement Violations Payment System electronic information other than the employees who maintain the administrative interface for the violations. The information will not be disclosed to other entities or third parties, except as required by law. It will not be used for any purpose other than to pay the violation fine.

We will collect IP addresses of persons who utilize this service for compilation purposes only, so that we may adjust and modify this program as the need arises. This information is not linked to personal identifying information.

In certain applications on this website, items of user information are stored as cookies, which are then sent back and stored on the user's computer. The Parking and Automated Enforcement Violation Payment System is an application that uses cookies. This information is handled in the same way as other user information obtained by the County. No user information is gathered through cookies except that which is needed to run the specific application.

Baltimore County is a governmental unit which is subject to the disclosure requirements of the Public Information Act. You should be aware that information regarding your ticket may be subject to disclosure under the Act. Financial information (such as card type and number) and personal identifying information (address, telephone numbers, etc.) are not public information. They should not be subject to disclosure under the Act.

In addition, Maryland law mandates that governmental units not create personal records unless the need for the information is clearly established and that personal records shall be relevant to the purposes for which they are collected, be accurate and current, and not be obtained by fraudulent means. When we request personal data from citizens, we must notify them regarding the purposes for which the information is collected; consequences to the citizen for refusing to provide the personal information; the citizen's right to inspect and correct personal records; whether the information is generally available for public inspection; and whether the information is made available to other entities.

Security

Baltimore County uses Secure Socket Layering (SSL) to encrypt your personal credit/debit information, including your credit/debit card number, before it travels over the Internet. SSL technology is the industry standard for securing online transactions.

Protection of Intellectual Property

The text, images, logos, pictures, button icons, and images are the property of Baltimore County Government or its vendors and is protected by United States and International copyright laws. All software on this site is the property of the County or its software vendors and is protected by United States and International copyright laws. Use of this content by you, or anyone authorized by you, is prohibited unless specifically permitted by these Terms and Conditions or by prior written consent of the Baltimore County Government. The County neither warrants nor represents that your use of materials displayed on this site will not infringe rights of third parties.

Disclaimers

The Parking and Automated Enforcement Violation Payment System is operated by the County on an 'as is', 'as available' basis. We make no representations or warranties of any kind. We disclaim any and all representations and warranties with respect to this site and its contents, whether express, implied, or statutory. We disclaim any warranty that the information on the Parking and Automated Enforcement Violation Payment System is accurate, complete, or current, or that it will operate without interruption or error.

Limitation of Liability

Under no circumstances shall the County or any of its officers, agents, employees, vendors or suppliers be liable for any direct or indirect losses or damages arising out of or in connection with the use of or inability to use the Parking and Automated Enforcement Violation Payment System.

This is a comprehensive limitation of liability that applies to all losses and damages of any kind (whether general, special, consequential, incidental, exemplary, or otherwise, including without limitation, loss of data, income or profits), whether in contract, negligence or other tortious action, even if an authorized agent, employee, or vendor has been advised of or should have known of the possibility of such damages. If you are dissatisfied with the Parking and Automated Enforcement Violation Payment System or any content thereof, your sole and exclusive remedy is to discontinue using it. Choice of Law and Choice of Venue

By using the Parking and Automated Enforcement Violation Payment System, you agree and acknowledge that your access of and use of the Parking and Automated Enforcement Violation Payment System is subject to these terms and conditions, as well as to all applicable laws, as governed and interpreted pursuant to the laws of Maryland. For any claim or cause of action arising out of or related to use of the Parking and Automated Enforcement Violation Payment System, you agree to submit to the personal and exclusive jurisdiction of the State of Maryland.

Integration, Modification and Severability of Terms

Unless otherwise specified in this document, this agreement constitutes the entire agreement between you and Baltimore County with respect to this site. We reserve the right to make changes to our site, policies, or Terms and Conditions of Service at any time, without prior notice. If any of these conditions shall be deemed invalid, void, or for any reason unenforceable, that condition shall be deemed severable and shall not affect the validity and enforceability of any remaining condition.
