Survey and Public Comment on Multi-Year Improvement Plan for All Schools

Baltimore County Public Schools and Baltimore County Government invite the public to take a survey and provide public comment about school facilities as part of the Multi-Year Improvement Plan for All Schools (MYIPAS). The purpose of MYIPAS is to develop a long-range plan for identifying and prioritizing capital improvements to all schools.

“The people of Baltimore County are our partners in progress and their voices are critical to ensuring that we create a long-term plan that best meets the needs of our communities,” said County Executive Johnny Olszewski. “By working together, we can outline a clear roadmap to provide our students and educators with the safe, modern learning environments they need and deserve.”

“I encourage students, families, staff, and community members to be part of our legacy by guiding the plan for modernized teaching and learning spaces that will benefit generations,” said BCPS Superintendent Dr. Darryl L. Williams. “The current crisis has only reinforced the many ways in which schools bring us together. Now is the time to lend your voice and shape our future.”

The public input process began in April 2020 with the formation of focus groups to evaluate and discuss three areas: enrollment projections, capacity and utilization; educational equity and adequacy; and facility condition.

The entire community is invited to participate in the MYIPAS Survey through 11:59 p.m., July 15, 2020. Feedback may also be provided by completing the online comment form.

All comments received are public record, and will be logged and posted to the Multi-Year Improvement Plan for All Schools Web page, including names, but not email addresses. Personal information should be avoided (e.g., phone numbers, student names, etc.).

The MYIPAS will be completed in two phases. Phase one will focus on recommendations for high schools. Phase two will focus on recommendations for elementary and middle schools.


Online Survey Allows Residents to Share Priorities for FY2021 Budget

As he crafts the Fiscal Year 2021 budget, Baltimore County Executive Johnny Olszewski is seeking residents’ input through a new, simple online survey.

The survey released today provides a number of options for residents to consider and provides them an opportunity to indicate which options they consider priorities.

“We can only craft a budget that addresses the needs of our communities when we hear directly from our residents about their priorities,” Olszewski said. “The people of Baltimore County are our partners in progress, and their voices are critical to ensuring that we can improve our quality of life and move Baltimore County forward.”

Olszewski will introduce his FY2021 budget to the County Council on Tuesday, April 14.

About the Town Hall Meetings

The survey is the latest opportunity for County residents to share their ideas and priorities with County leadership. In addition to the survey, the County Executive is holding a series of town hall meetings in each council district to hear directly from residents about their thoughts and concerns. The next town hall meeting is scheduled for Wednesday, March 11, at Owings Mills High School.

Hundreds of residents have already attended 2020 budget town halls where they have shared a number of critical priorities, ranging from public safety and education to land preservation and code enforcement.

The survey asks about these and other priorities, allowing participants to rank items indicating which items they consider top priorities, which are less important and which items they would not fund.

In the two years prior to Olszewski taking office, a total of two people testified on Baltimore County’s budget. However, the County Executive has made public engagement a priority and, in 2018, during his first year in office, more than 2,000 residents attended his inaugural town hall series, with hundreds sharing priorities for the County.


Survey Takes About Eight Minutes to Complete and Is Open To Responses Through March 19, 2020

Baltimore County residents can now participate in an online survey that will allow people to express their views regarding the needs and conditions of the community in which they live or work.

The Community Needs Survey will assist the county in identifying emerging trends and in establishing priorities for the use of federal funds to address the needs of low-income populations.

The survey takes about eight minutes to complete. The survey will remain open to responses through March 19, 2020.

The survey questions broadly cover community development issues, including:

  • The public service needs of low-income citizens in the areas of employment, child care, health, education and substance abuse
  • The need to prevent homelessness and provide housing, shelter and case management to people who are experiencing homelessness
  • The need for affordable housing and various community improvements, including infrastructure improvements

The survey results will help guide the county's writing of the Consolidated Plan, a forward-looking strategic plan covering county fiscal years 2021 to 2025.

The plan will be submitted to the U.S. Department of Housing and Urban Development in May 2020.
