Created in 1936, the mission of the Baltimore County Department of Social Services is to:
- Promote individual well-being, stronger families and communities
- Protect vulnerable children and adults from abuse and neglect
- Provide the supports to help people achieve and sustain independence

Staffing and Organizational Structure
Consisting of approximately 600 staff, Social Services is divided into four divisions:
- Family Investment Program
- Family Services
- Children Services
- Adult and Community Services
Key Responsibilities of the Department of Social Services
Administers entitlement and benefit programs such as Temporary Cash Assistance, the Food Supplement Program, Medical Assistance and Energy Assistance.
Investigates reports of child and adult abuse and neglect. Offers continuing family services, homeless services, in home aide services.
Provides family-centered safe homes for children who cannot remain in their homes. Provides referrals to foster treatment facilities for children who are physically or emotionally vulnerable.
Administers the Housing Choice Voucher (Section 8) program through the Housing Office.
Provides leadership and staffing for shelter operations in County emergency events.
