Regional Planning

TRANSIT DEVELOPMENT PLAN (TDP) 

Baltimore County Department of Public Works and Transportation (DPWT) has developed an updated Transportation Development Plan, which is a short-term (typically a five-year period) plan to guide transit system development. The TDP provides a vision of the future public transportation system. The TDP is a State-required study of the County’s transit service that aims to:

  • Assess current services 
  • Help identify transit service needs and opportunities to improve mobility in the future
  • Prioritize improvements and determine the resources required for implementing modified or new services
  • This effort also supports the Enterprise Strategic Plan strategy to:
    • Expand infrastructure to increase connectivity, reduce gaps and promote multimodal options
    • Identify strategies and develop recommendations to expand locally-operated and micro-transit systems, including CountyRide

CENTRAL MARYLAND TRANSPORTATION PLAN

The County is currently coordinating with MDOT MTA on the development of a new Regional Transit Plan for Central Maryland(link is external). Providing a 25-year vision of mobility, this plan will define public transportation goals for Central Maryland including Anne Arundel County, Baltimore City, Harford County and Howard County.

LONG-RANGE PLANNING (MAXIMIZE 2045)

The County is working with the Baltimore Region Transportation Network and the Maryland Department of Transportation (MDOT) on the development of a Performance-Based Transportation Plan(link is external), the long-term plan for the Baltimore region. This plan establishes the region’s broad transportation goals and strategies. These goals and strategies will guide transportation investments over the life of the plan (2024 to 2045). Maximize 2045 contains a list of the major surface transportation projects the region expects to implement in the period from 2024 to 2045. The plan also shows revenues the region expects to have available for these projects and estimated costs of these projects.

TRANSPORTATION IMPROVEMENT PROGRAM (TIP)

The Baltimore Region Transportation Improvement Program (TIP)(link is external) documents the anticipated timing, cost and rationale for federally-funded transportation improvements to be made in the Baltimore region over the next four years. TIP is managed by the Baltimore Regional Transportation Board, of which one representative is from Baltimore County. It is a program of specific projects, not a plan. In accordance with federal guidelines, the TIP is a translation of recommendations from the long-range transportation plan, Maximize 2040, for the Baltimore region into a short-term program of improvements. This includes specific capacity improvements that have been identified in the long-range plan, as well as system preservation projects and operational initiatives that are supported in the plan but have not been previously detailed. As such, the TIP ensures consistency between plan recommendations and project implementation in the region.
