News from the Captain

I am thankful for the outpouring of support we enjoy every day from the citizens of the Essex Precinct. By partnering and working together, we will make Essex a safe and enjoyable place to live and do business. The Baltimore County Police Department needs your help to combat crime. There are simple steps you can take to avoid being a victim of the most common crimes.

  • Please lock and secure your vehicle doors and remove any valuables. Thieves routinely target neighborhoods and busy shopping areas to check and pull on door handles. Any unlocked or unsecured vehicle makes a criminal’s job easy and is a sure way to become a victim, potentially losing valuable or precious items. Very rarely will a thief break glass to commit their crime.
  • Do not leave a spare key in your vehicle. Oftentimes a thief will find this and steal your car. In the majority of car thefts, the key is used.
  • During cold weather, many people leave their vehicle running and unattended in their driveway or while stopping at a convenience store. Not only is this an invitation for a car thief to take your car, but it is also a crime.
  • Please do not leave packages on your porch. If you plan to be away when a delivery is expected, consider having it delivered to a neighbor’s house or picking it up from the carrier's office.

Additional crime prevention tips are available online. Remember, if you see something suspicious, please call 9-1-1. Never be afraid to report something that you feel is suspicious. You can also report suspicious activity on our iWatch tip form.

I invite everyone to come to the monthly Police and Community Relations Council (PCRC) meeting. We meet on the second Monday of each month at 7 p.m. at our Stemmers Run community substation located at 99 Stemmers Run Road, 21221.

Are you going out of town? Don't leave your home looking unoccupied. Complete a Vacant House Form and email it to the precinct at pdpc11patrolfax@baltimorecountymd.gov. Officers will then check on your location for any unusual activity while you are away.

If something suspicious does happen at your home, law enforcement will be able to quickly reach you or a local emergency contact from the information provided on the form.

    About the Precinct Commander

    Captain Eliot Latchaw has been a member of the Baltimore County Police Department for 26 years. He began his career as a cadet and has worked his way up through the ranks, becoming the commander of Precinct 11 Essex at the beginning of January 2021.

    As a cadet, Captain Latchaw worked in the Narcotics Unit. He has also worked as an officer, corporal, sergeant and lieutenant assigned to patrol in the Dundalk, Cockeysville, Parkville and Essex precincts. He has worked as a detective in precinct-level investigations and narcotics. As a sergeant, he worked in the Violent Crimes Unit in the Criminal Investigations Bureau and on the Criminal Apprehension Support Team. He also worked as a sergeant on the SWAT team before being promoted to lieutenant where at one point he was in charge of the countywide Criminal Investigations Bureau's Burglary Unit. Upon promotion to captain in December of 2015, Captain Latchaw was assigned to the Special Operations Section where he oversaw the Aviation, K-9, Tactical, Marine and Hazardous Devices Teams until December of 2017 when he took command of the Wilkens Precinct.
