News from the Captain

I am thankful for the support we receive from the citizens of the Wilkens Precinct. The bond between law enforcement and the citizens they serve plays an integral part in the success of our mission. It is my  hope that you continue to find comfort in knowing the men and women of Precinct 1 are here to serve you.

Citizens are invited to attend the Wilkens Police Community Relations Organization (WPCRO) meetings. They are held on the second Tuesday of the month at 7 p.m. at the Arbutus Library located at 855 Sulphur Spring Road in Arbutus, 21227. Join the precinct commanders at these meetings and discuss what's happening in your community.

Remember to follow a few crime prevention tips to stay safe and call 911 in an emergency. Tips for non-emergency situations can also be submitted online via the department's iWatch Baltimore County tip form.

Are you going out of town? Don't leave your home looking unoccupied. Complete a Vacant House Form and email it to the precinct's Community Outreach Team. Officers will then check on your location for any unusual activity while you are away. If something suspicious does happen at your home, law enforcement will be able to quickly reach you or a local emergency contact from the information provided on the form.

    About the Precinct Commander

    Captain Eliot Latchaw has been a member of the Baltimore County Police Department for 26 years. He began his career as a cadet and has worked his way up through the ranks, becoming the commander of Precinct 1 Wilkens at the end of September 2017.

    As a cadet, Captain Latchaw worked in the Narcotics Unit. He has worked as an officer, corporal, sergeant and lieutenant assigned to patrol in the Dundalk, Cockeysville, Parkville and Essex precincts. He has also worked as a detective in precinct-level investigations and narcotics. As a sergeant, he worked in the Violent Crimes Unit in the Criminal Investigations Bureau and on the Criminal Apprehension Support Team. He worked as a sergeant on the SWAT team for four years before being promoted to lieutenant where he was in charge of the countywide Criminal Investigations Bureau's Burglary Unit. Upon promotion to captain in December of 2015, Captain Latchaw was assigned to the Special Operations Section where he oversaw the Aviation, K-9, Tactical, Marine and Hazardous Devices Teams.
