Master Planning

Image of the Master Plan 2020 cover page.The Baltimore County Charter requires that a master plan be updated at least every 10 years. The master plan provides policies and guidelines for sustaining livable communities and achieving balanced development in Baltimore County.

Master Plan 2030

Master Plan 2020

The Baltimore County Council adopted Master Plan 2020 on November 15, 2010.

The Master Plan 2020 carries on its legacy, continuing to create and maintain sustainable communities for County residents by promoting compact, walkable, mixed-use, transit-oriented development along commercial corridors or at underutilized properties, and enhancing economic development through continued workforce development and business attraction. The Master Plan 2020 designates a new Middle River Redevelopment Area in eastern Baltimore County to achieve the County’s goal of establishing sustainable communities along the major commercial thoroughfares, and near transit lines and stations.

While implementing the Master Plan 2020, Baltimore County adopts new plans or maps as amendments to the plan to help strengthen the County’s growth management policy. The amendments to the Master Plan 2020 are:
