Compliance Under Easement
There are certain rules and restrictions that are enforced once a property is put under easement. These rules can be reviewed in the Deed of Easement, which apply to the property even if the current owner did not place the property in the easement program. The organization holding the easement (Grantee) is required to inspect the easement periodically for compliance. The inspection forms are available below.
While each program has a different Deed of Conservation Easement, most require the landowner to have and implement a Soil Conservation and Water Quality Plan (SCWQ) and in many cases a Forest Management Plan (FMP). Information on how to obtain a SCWQ plan can be found by contacting Jim Ensor of the Baltimore County Soil Conservation District. He can be reached by email at jbensor@baltimorecountymd.gov or by telephone at 410-527-5920 extension 3. Information on Forest Management Plans (FMP) is available from the Maryland Department of Natural Resources.
